THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on April 10, 1984 , by the following vote:
AYES: Supervisors Fanden, Schroder, McPeak, Torlakson
NOES: None
ABSENT: Supervisor Powers
ABSTAIN: None
SUBJECT: Decision on recommendation of the San Ramon Valley Area
Planning Commission with respect to rezoning application
2559-RZ filed by Noah Company (applicant and owner) , to
rezone land in the Alamo area.
The Board on March 13, 1984, having closed the public
hearing and deferred decision to this date on rezoning application
2559-RZ filed by .Noah Company to rezone land in the Alamo area from
Agriculture Preserve (A-4) to Planned Unit District (P-1) with a
Preliminary Development Plan for 48 residential lots -and open space
area; and
Supervisor Schroder having advised that he had met with
Mr. Stedman and Mr. Thiessen, and had spoken with numerous people
regarding this project, and also stated that he had received a
memorandum from some of the residents in the Round Hill area raising
objections to specific portions of the Development Plan which was
approved by the Planning Commission, such as, traffic concerns, den-
sity, size of lots, loop circulation, and the lack of loop cir-
culation and annexation to County Service Area P-5; and
Supervisor Schroder also advised that, in his opinion,
many of the concerns had been resolved, with the exception of the
secondary access route; and that Mr . Thiessen had requested time to
speak before the Board this day in order to address some of the
issues which had not been resolved; and
Supervisor Schroder having stated that he was opposed to
reopening the public hearing and receiving testimony without
notifying the general public; and
Supervisor Torlakson having advised that the public
hearing had been closed on March 13, 1984; and
Victor Westman, County Counsel, having advised that if the
Board were going to receive further testimony it should renotice the
hearing; and
Supervisor Torlakson having inquired as to whether the
Board wanted to renotice the hearing or make a decision on rezoning
application 2559-RZ at this time; and
Supervisor Schroder having commented that he was under the
impression that many of the conflicting issues with respect to this
.project had been resolved, but if they had not been resolved,
perhaps it would be appropriate to renotice and reopen the public
hearing; and
Supervisor Fanden having recommended that the hearing be
rescheduled and reopened in order to receive further public testi-
mony on this project;
Board members having discussed the matter, IT IS ORDERED
that the hearing on rezoning application 2559-RZ filed by Noah
Company (applicant and owner) , to rezone land in the Alamo area, is
RESCHEDULED for May 1, 7:984 at 2.130 n.m. , and the Board will
receive further public testimony on that date.
