OF SUPERVISORS Contra FROM: Finance Committee Costa DATE: April 9, 1984 County SUBJECT: Use of Interest Proceeds from the Sale of the Family Stress Center SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: 1 . Authorize the County Administrator and County Welfare Director to negotiate a contract with the Family Stress Center which will provide a lawful mechanism for transferring not more than $3000 .a month for not more than the months of May, June, July, and August, 1984 from the interest earned on the investment of the proceeds from the sale of 1600 Galindo Street, Concord, to the Family Stress Center in any one of those months in which the Family Stress Center establishes to the satisfaction of the Auditor-Controller that the Family Stress Center has operated, or is about to operate, at a deficit for the month, or months, in question. Such contract is to be reviewed and approved by the County Counsel and Auditor-Controller and returned to the Board for further consideration. 2. Remove this item as a referral to our Committee. BACKGROUND: On April 3, 1984, the Board referred to our Committee the recommendation of the County Administrator that the Board deny the request of the Family Stress Center to utilize the interest earned on the sale of the Galindo Street property to offset the Center's operating deficits. The County Administrator's recommendation was based on a position taken by the Board on May 17, 1983 in approving a recommendation from the Finance Committee that the interest earned by investment of the proceeds of the sale of the Galindo Street property be used to provide for interim leased office space for the Family Stress Center, with the understanding that such funds may provide for co-located office space for several private, nonprofit community agencies which are receiving funds from the County. The Family Stress Center is currently located in a vacant school owned by the Mt. Diablo Unified School District. The interest from the proceeds of the sale of the Galindo Street property is not required at this time to pay rental costs for this interim space because the Concord Redevelopment Agency has agreed to cover the rental costs for one year until September 1 , 1984. The Family Stress Center has thus far been able to balance their budget, but are concerned that at some time over the next four months they may be unable to balance their month-to-month operating budget and would, therefore, like to be able to use the interest earnings in lieu of using it for rental space. We have reviewed the County's involvement in the establishment of the Family Stress Center and the valuable work currently being done by the Center in preventing child abuse and assisting parents in learning how better to care for their children. The Family Stress Center operates the only such program in the County and is clearly an invaluable asset, particularly with the heightened -awareness of the extent of child abuse in this area. Since the need for the funds will be limited to $3000 a month and would be limited to the remaining four months during which the. Concord Redevelopment Agency is paying for the rent on the school site, and in order to ensure that these valuable child abuse prevention services are continued, it is our recommendation that we concur with the request of the Family Stress Center within the limitations noted in the above recommendation. 00OL63
