HomeMy WebLinkAboutMINUTES - 04101984 - 2.7 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on April 10, 1984 , by the following vote: AYES: Supervisors. Fanden, McPeak, Torlakson NOES: Supervisors Powers, Schroder ABSENT: None ABSTAIN: None SUBJECT: Night Meetings The Board having received letters from several homeowners in the Taylor Boulevard/Grayson Road, Pleasant Hill area requesting that the public hearing scheduled for May 8, 1984 at 2: 00 P.M. with respect to Rezoning Application 2556-RZ (Bryan and Murphy, applicants) be rescheduled to an evening meeting to allow participation by those homeowners who may be affected; and The Board having received an April 9, 1984 report from the County Administrator setting forth the additional costs involved should such a meeting be scheduled in the evening, and suggesting other factors such as policy and precedent considerations that should be given attention before finalizing a decision to schedule a night meeting for certain planning matters; and Mr. Joe Torosian, 2092 Mohawk Drive, Pleasant Hill, having appeared on behalf of the homeowners on Mohawk and Iroquois Drive in the Pleasant Hill area, and having urged the Board to reschedule the aforesaid planning hearing for an evening meeting so as to allow all of the homeowners in the area to attend; and Supervisor Torlakson having noted that the opponents of Rezoning Application 2549-RZ, filed by Four Winds Retirement Community Project in the Clayton area, had also requested an evening meeting; and Board members having discussed in some detail their views with respect to night meetings, including the possibility of scheduling the Pleasant Hill matter for 4: 30 P.M. ; and Supervisor Schroder having recommended that if the Board were considering changing its policy, rather than to make that policy change at this time, the matter be referred to the Internal Operations Committee (Supervisors Powers and Fanden) , stating that he was concerned about setting a precedent for evening meetings because of the heavy calendar schedules of all of the Board members and the posssibility that night meetings may not be attended by all members of the Board of Supervisors; Supervisor McPeak having recommended that if the Board chose not to schedule 2556-RZ for 4: 30 P.M. , the Board' s meeting with the Retirement Board on financing County buildings be moved from Monday, May 7, 1984 to Tuesday afternoon, which would eliminate the conflicts some Board members were having with the Monday date and would enable the Board to move immediately on any actions that might be required following that meeting, and that the Four Winds meeting then be held at 6: 00 P.M. and the Pleasant Hill meeting at 7: 30 P.M. on May 8, 1984. Supervisor Powers commented that he was of the opinion that scheduling these meetings for night hearings would set a prece- dent and the Board might find itself holding night meetings on all planning matters, and further that he was of the opinion that several spokespersons could present the people' s views as adequately as having several hundred people in attendance; 000 3;" As recommended by Supervisor McPeak IT IS BY THE BOARD ORDERED that the County Administrator is REQUESTED to seek to arrange with the Contra Costa County Employees Retirement Board rescheduling of its meeting with the Board of Supervisors . from May 7, 1984 to the afternoon of May 8, 1984. IT IS FURTHER ORDERED that the hearing on Rezoning Application 2556-RZ, Pleasant Hill area, is rescheduled to 7: 30 P.M. on May 8, 1984. The Board hereby DECLARES its intent that at 1: 30 P.M. this date, the time fixed for hearing on Rezoning Application 2549-RZ filed by Four Winds Retirement Community Project, the Board will continue said hearing to May 8, 1984 at 6: 00 P.M. IT IS FURTHER ORDERED that the aforesaid report from the County Administrator relating to costs, policy and precedent setting of scheduling night meetings for planning matters, as well as the proposals for cost recovery and method of selecting which items will be heard at night (such as, each Supervisor getting one request per year) , is REFERRED to the Internal Operations Committee (Supervisors Powers and Fanden) for review.
