SUBJECT: California Drug Abuse in the Schools Program - AB 1983
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Approve Sheriff-Coroner Richard K. Rainey's and the Contra Costa County Sheriff-Coroner's
Department submitting a proposal to the California State Office of Criminal Justice
Planning for funding of the following designated project "School/Community/Law-
Enforcement Collaboration to Reduce Substance Abuse Among Youth in East Contra Costa
County."
The funding of this program in part is to be through the State of California general
funds as authorized by Chapter 952 of the 1983'Statutes for the California Suppression
of Drugs in Schools Program, administered for the Office of Criminal Justice Planning
(hereinafter referred to as OCJP).
Authorize the Sheriff-Coroner of Contra Costa County to execute on behalf of the Contra
Costa County Board of Supervisors the attached grant award for drug suppression purposes
including any extensions or amendments thereof.
The Board of Supervisors agrees to provide all matching funds required for said
project, (including all extensions or amendments thereof) under this suppression of
drug abuse in schools program and the rules and regulations of OCJP and that cash
will be appropriated, as required, thereby. Note: This resolution applies to the
first year of funding for which no match is involved.
2. Be it further resolved that grant funds received hereunder shall not be used to supplant
expenditures controlled by this body.
3. The Board authorizes the Sheriff-Coroner's Department to increase, by one full-time
deputy sheriff's position, upon the County receiving funding for this program.
BACKGROUND:
The fund provisions of AB 1983 were made available at a local level approximately three weeks
prior to the deadline for submitting the proposal . As a result of the time constraints,
a "Proposal Concept" paper is submitted at this time. A full grant proposal will follow on
Monday, April 9, 1984, prior to the Board's convening on Tuesday, April 10, 1984.
It should be noted that the funding application is on a year to year basis and while there
is an 80% funding 20% match for second year funding and a 10% decrease in funding and a
10% increase in matching funds each year for the remaining three years of the grant's
duration, there is no mandate for continued participation beyond the current year of
involvement.

The anticipated program costs for the first year is estimated to be approximately $238,000.
The involved agencies include Brentwood Police Department, Pittsburg Police Department,
and the Contra Costa County Sheriff-Coroner's Department and six East County School
Districts including Pittsburg, Liberty, Brentwood, Oakley, Byron, and Knightson.

SUBJECT: Grant Application to Fund a Drug Abuse Program
in Accordance with Provisions of AB 1983
WHEREAS Contra Costa County with certain school districts
as noted in the grant application desires to undertake a certain
project designated "School/Community/Law-Enforcement Collaboration
to Reduce Substance Abuse Among Youth in East Contra Costa County" ;
and
WHEREAS said project is to be funded in part from funds
made available through State General Funds as authorized by
Chapter 952 of the 1983 Statutes for the California Suppression
of Drug Abuse in Schools Program, administered by the Office of
Criminal Justice Planning (hereafter referred to as OCJP) ;
NOW, THEREFORE , BE IT RESOLVED that Richard K. Rainey,
Sheriff-Coroner, is AUTHORIZED on behalf of Contra Costa County to
submit the grant application for drug suppression purposes to OCJP,
and that subsequent to the approval of the grant award by OCJP , the
matter is to be reviewed by the Board of Supervisors prior to final
execution.
