SUBJECT: proposed Fee for Responding to Residential
Burglar Alarms
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Adopt attached ordinance relating to responding to residential and
commercial false burglar alarms, and subsequently adopt resolution
establishing a fee of $50 for every false alarm in excess of two (2)
during any 90-day period.
BACKGROUND
On May 31, 1983, your Board ordered County Counsel to work with the
Office of the County Sheriff-Coroner and this office in development of a
proposed ordinance and a mechanism to establish a fee for responding to
residential burglar alarms.
During the ensuing months the offices met and gathered information,
analyzed it, checked with other jurisdictions which have similar ordinances
and have prepared an ordinance and a proposed Board resolution to establish
a fee for false alarms. The purpose for establishing the ordinance is to
set forth regulations governing alarm systems , both commercial and
residential, within the county and provide for enforcement of violations
of these provisions. It was found during the study that many local
jurisdictions already have policies in -effect which govern false alarms.
Please find Exhibit A attached which lists ten of these agencies and an
outline of the current policies and fees that are charged for false alarms.
During development of the proposed ordinance and the Board resolution
which will follow upon adoption of the ordinance, we have taken many of
the policies practiced by other local jurisdictions and included them in
the county proposals. It is believed that the approach being suggested
to establish a fee of $50.00 for every false alarm in excess of two (2)
during any 90-day period is not excessive and is fair to commercial and
residential owners of alarm systems. Sheriff Department regulations will
be developed to assist people that are having problems with alarm systems
resulting in false alarms so that we can minimize the number of unnecessary
responses.
It is recommended that your Board introduce the ordinance, waive
reading and fix Tuesday, April 17, 1984, for adoption.
