Miner, Director Contra Contra Costa County Private Industry CouncilCOSta DATE: April 3, 1984 _ County SUBJECT: AUTHORIZING EXECUTION OF FPY 1984-86 JTPA GRANT APPLICATION DOCUMENT (COUNTY 419-8026-3) AND AMENDMENT TO JTPA PARTNERSHIP AGREEMENT (COUNTY 4419-8027-1) SPECIFIC REQUEST(S) OR RECOMMENDATION(S)'& BACKGROUND AND JUSTIFICATION Recommendation That the Board APPROVE the two-year Federal Program Year (FPY) 1984-86 Job Training Plan grant application document (County 4419-8026-3) requesting a funding allocation of $2,705,393 for operation of the County's Job Training Partnership Act (JTPA) Title IIA program for the twelve-month period from July 1, 1984 through June 30, 1985, and that the Board AUTHORIZE the Board Chair to execute said document for submission to the State of California Employment Development Department (EDD); and further that the Director, Contra Costa County Private Industry Council is AUTHORIZED to make non-substantive changes to said document as may be required by EDD. Further, the Board Chair is AUTHORIZED to execute an Amendment to the Contra Costa County Board of Supervisors and Private Industry Council of Contra Costa County Job Training Partnership Agreement (County #19-8027-1), to clarify certain responsibilities of the Board and the Private Industry Council (PIC) under said Agreement. Background On December 19, 1983 the PIC authorized its Planning Committee to adopt the two- year 1984-86 Job Training Plan and �o recommend that the PIC and the Board approve said document for joint submission to EDD. The PIC has received notification from EDD of the following twelve-month (1984-85) funding allocations for the Contra Costa County Service Delivery Area: 1) $2,607,680 in Title IIA 78% funds for youth and adult programs, and 2) $97,713 in Title IIA 3% funds for older worker programs. Under the Title IIA 78% program, approximately 620 economically disadvantaged and other youth and adults needing training in order to obtain employment will receive either Skills Training, On-the-Job Training, Job Search Training, or Tryout Employment Training, as is described in the Job Training Plan. Under the Title IIA 3% Older Worker program, approximately 90 economically disadvantaged and other older workers needing training in order to obtain employment will receive either On-the-Job Training or Job Search Training, as is described in the Job Training Plan. This amendment 019-8027-1) is necessary in order .to comply with EDD requirements regarding elements of said Agreement and to clarify certain responsibilities of the Board and of the PIC which are implied but not specified in the current Agreement, i.e., program abuses by subcontractors, PIC authority for budgetary allocation of funds, and responsibility for participant eligibility certification. Timely execution of these documents is necessary to meet the April 12, 1984 submission deadline.
