SUBJECT: Sale of Surplus Property
Blum Road Corporation Yard Site

The Board of Supervisors of Contra Costa County RESOLVES THAT:
Contra Costa County owns the real property described in Exhibit "A" attached
hereto. An undivided 1/3 interest in said property is DETERMINED to be surplus and
no longer required for any County purpose.
This Board hereby APPROVES and AUTHORIZES the sale of an undivided 1/3 interest
in said property to Contra Costa Flood Control and Water Conservation District, pursuant
to Government Code Section 25365, and the Board Chair is hereby AUTHORIZED to execute
a Grant Deed on behalf of the County in consideration for the payment received in
full in the amount of $750,000.00, the estimated fair market value of said interest.
The Interim County Administrator is AUTHORIZED to execute a Purchase Agreement
with the District.
The Real Property Division is DIRECTED to cause the Grant Deed to be recorded
in the office of the County Recorder.
The Board hereby FINDS that the project will not have a significant effect on
the environment, and DETERMINES that the project is exempt from the requirements
of the California Environmental Quality Act as a Class 12 Categorical Exemption under
County Guidelines and Section 15112 of the State CEQA Guidelines, and DIRECTS the
Public Works Director to file a Notice of Exemption with the County Clerk. The sale
of this interest has been found to be in conformance with the County General Plan.

Those Parcels of Land in the County of Contra Costa, State
of California, described as follows:
PARCEL ONE
Portion of Rancho Las Juntas and portion of the South 4 of
Section 22, Township 2 North, Range 2 West, Mount Diablo
Base and Meridian, described as follows:
Beginning at the northwestern corner of the Parcel of Land
described in the Deed to the Central Contra Costa Sanitary
District, Recorded October 29, 1947, under Recorder's Serial
No. 43506, in volume 1141 of Official Records of said County,
at page 40.2, also being the southwestern corner of the Parcel
of Land described in the Deed to the Central Contra Costa
Sanitary District, recorded January 22, 1963, under Recorder's
Serial No. 5942, in Volume 4287 of Official Records of said
County, at page 64, also being the northeastern corner of the
Parcel of Land described in the Deed to Contra Costa County,
recorded December 19, 1968, in Volume 5774 of Official Records
of said County, at page 179; thence from said point of begin-
ning north 89° 27 ' 30" west, along the northern line of said

Beginning at a point in the Northerly line of the land des-
cribed in the Deed from George P. Loucks to Annie Loucks, dated
January 5, 1900, recorded January 9, 1900, in. Book 84 of Deeds,
at page 98, in the Office of the County Recorder of said county
distant thereon South 890 27' 30" East 249.21 feet from the
Easterly line of the land described in the Deed from Patrick
Tormey to the Pacheco Lodge No. 117, Independent Order of Odd
Fellows of the County of Contra Costa, dated May 4, 1903,
recorded June 1, 1903, in Book Book 99 of Deeds, at page 84,
in- the Office of the County Recorder of said County; running
thence along said Northerly line of the land of Annie Loucks
North 89° 27' 30" West 249. 21 feet to said Easterly line of
the land of the Independent Order of Odd Fellows ; thence along
the last named line and Northerly prolongation thereof North

Sara Belle Sears to Annie Loucks, recorded January 18, 1913
in Volume 197 of Deeds at page 31; thence from said point of
beginning south 00° 28 ' east, along said east line, 247.5
feet to the north line of the Parcel of Land described in the
Deed from Annie Loucks to Martinez Gun Club, recorded July
2, 1947, in Volume 1095, Official Records, at page 100; thence
north 85° 10' east, along said north line, 1123. 3 feet to
the west line of the Parcel of Land described in the Deed
from Annie Loucks to Central Contra Costa Sanitary District,
recorded October 29, 1947, in Volume 1141 of Official Records,
at page 399 ; thence north 000 28' west, along said west line,
to the north line of said Loucks Parcel, 197 Deeds 31 ; thence
west, along said north line, 713. 8 feet to the east line of .
the Parcel of Land described in the Deed from Geo. P. Loucks,
et al, to Trustees of Pacheco Lodge No. 117 Independent Order

A portion of that certain Parcel of Land described in State
Deed No. 41324 to the State of California, recorded November
15, 1973, in Book 7092, at page 223 and also a portion of
that certain Parcel of Land described in "Parcel 1" of State
Deed No. 45488 to the State of California, recorded October
9, 1974, in Book 7341 at page 119, both Deeds being of Official
Records of Contra Costa County, said portions being more parti-
cularly described as follows:
COMMENCING at the intersection of the northwesterly line of
"PARCEL 1" , as last said Parcel is described in State deed
No. 41323 to the State of California, recorded March 25, 1976,
in Book 7803 at page 208 , Official Records of said County,
with the northerly line of said Parcel 1 (7341 OR 119 ) ; thence
along the southwesterly prolongation of said northwesterly
line S. 30° 35' 00" W. , 253.06 feet; thence S. 890 37 ' 12"
W. , 58. 31 feet; thence N. 39° 20' 18" W. , 68. 97 feet; thence
N. 550 46 ' 48" W. , 237. 41 feet to the above-said northerly
line (7341 OR 119 ) ; thence along last said line N. 850 47 '
48" E. , 428. 24 feet to the point of commencement.
