Subject: Blum Road Property County Administrat�r-Finance The program developed by your department for retention of the County property on Blum Road as described in the Marc _ 3 _lRZ4 memorandum from C. E. Dixon to Board members has the informal approval of. the Board of Supervisors. An item is included on the March 20, 1984 Board agenda to rescind Resolution No. 84/37 declaring the .property surplus and authorizing procedures for disposal of said property. Please direct your staff to proceed with completion of the steps necessary for the sale of the Lafayette Corporation Yard and of one-third interest in the Blum Road property to the Flood Control District as soon as possible. Inasmuch as the County Auditor-Controller has impounded $2. 2 million in the Reserve from the contemplated sale of the Blum Road property to the Sanitary District, it is imperative that actions be completed expeditiously to generate revenue to remove the impound. In discussing this matter with Paul Gavey, he indicated that the documents for sale of the Lafayette Yard will be ready for presentation to the Board of Supervisors on April 3, 1984. He also indicated that purchase of the one-third interest by the Flood Control District requires a negative declaration under CEQA which will take a minimum posting period of 14 days . He indicated to me that the necessary documents were being presented to Planning on March 15 , 1984 for posting. It is requested that the budget adjustments to establish the appropriation for the acquisition by the Road Fund of an interest in the Blum Road property be processed as soon as the money becomes available for appropriation. Dixon, Interim Subject: Sale of County Property - County Administrator Blum Road As you will recall, the Contra Costa County Sanitary District at our behest tendered an offer of $2, 200, 000 for the County 's 30 acre parcel adjacent to Blum Road. In view of this valid offer, the revenue was anticipated of which $1, 254, 000 was appropriated for an additional contribution to the Enterprise Fund to meet the County' s AB 8 matching requirement. This action was approved by your Board on January 17 , 1984 and concurrent action was taken to declare the property surplus and staff was authorized to commence negotiations for its disposition. Since this date the Public Works Department has considered this matter further and determined that it would be highly desirable to retain this parcel for its original planned use; namely, a corporation yard for road purposes and a spoils disposal site for Flood Control Zone 3B channel improvements. By making minimal improvements to the parcel , it is contem- plated that land surplus to County needs could be sold which would return about 1 . 5 times the current offer or about $3. 3 million. This marketing opinion has been expressed by several independent sources. The revenue derived from the sale can be used toward construction of the County improvements . In view of this situation, it is desirable that this parcel be retained; however, we must obtain the $2. 2 million needed to cover a portion of our General Fund financial deficit. The Public Works Department has developed a plan which.- does generate the urgently needed revenue and permits the County to retain this parcel for road, flood control and other purposes . The components of the plan include: 1. Purchase of an Interest in the $750 , 000 Property by Flood Control . (Zone 3B) . This money is in the Flood Control District (Zone 3B) budget for the local share of the Corps of Engineers Walnut Creek project in Walnut Creek, and dredging of the Walnut 000 '7'1 Y , Board Members 2 . March 13, 1984 Creek channel. Both of these projects are expected to proceed in mid-summer 1985 . Additional monies in the Road Fund could be used to repurchase the District ' s interest when needed by repaying Flood Control District (Zone 3B) with interest. 2. Sale of Lafae�tte Yard. $650, 000 The Lafayette Yard has been professionally appraised and valued at a range of $600 , 000 to $739 , 000, depending on the buyer . The Public Works Department has been talking to a potential buyer and feels that a minimum bid of $650 , 000 would attract at least his bid. Sufficient groundwork has been done so that bids and cash payment in full can be received before June 30, 1984 with the County allowed to retain possession. of the yard through a retained lease for several years. 3 . Surplus Revenue from Sale of $150 , 000 Road Property. The fiscal year 1983-1984 budget contains a $20, 000 revenue item for Sale of Road Property . The Public Works Department has sold several surplus road parcels for a total of $170, 000 in fiscal year 1983-1984 , for an excess over budget of $150 , 000 . 4 . Excess Highway Users Tax Revenue. $150 , 000 The State and County projections for fiscal year 1983-1984 generally were budgeted conservatively as a result of very low receipts in fiscal year 1981-1982-, and fiscal year 1982-1983. Actual usage of gasoline is significantly higher than the estimates; specifically a $543, 000 (7. 9% ) overage in Section 2104 receipts and a $105, 000 (9 . 2$) overage in Section 2106 receipts is projected for the full fiscal year. These surpluses total $648 , 000. It is proposed that $150, 000 of this surplus be applied to the purchase by the Road Fund of an interest in the Blum Road property for road purposes and the balance ($498 , 000) be used for repairs of 1982 and 1983 storm damages. 000 78 v i Board Members 3 . March 13, 1984 5 . Defer Special Road Maintenance $500 , 000 Projects. The Public Works Department has in excess of $1, 050, 000 in the road maintenance budget of the Road Fund for chip seal, reclamite and overlay work. By deferring a portion of this work ($500, 000) for one year we can make these funds available for the Blum Road purchase by dedication of that property for road purposes. Total $2, 200,000 This plan will allow the County to retain this parcel and utilize the land for the purposes, originally contemplated. The needed $2. 2 million can be transferred to the General Fund before the end of fiscal year 1983--1984 thereby meeting the commitment made in our financial plan for dealing with our Health Services Department deficit. This proposal has been reviewed with the County Auditor- Controller, County Counsel and our office . It appears to be a desirable plan and feasible. If the proposal as recommended is acceptable to you, the Public Works . Department will be requested to proceed immediately with preparation of the necessary documents to transfer _(dedicate) an appropr ate interest therein to road purposes and to sell an interest A the Flood Control District (Zone 3B) and to sell the Lafayette Yard.
