Indications are that you soon will be making some firm decisions with respect to employee compensation for FY 1984-85 . I would ask that in your deliberations on this matter you also consider the following. Under the County 's retirement plan benefits are calcu- lated on the highest year's average salary for each year of service by the retiree. The County's financial situation prevented you from granting a general wage increase 'for FY 1983-84 ; consequently, employees retiring from county service at this time will never enjoy the higher benefit that they had every reason to expect and would have received in the normal course of events . It is fair to assume that- a sincere effort will be made by your Board to adjust salaries for FY 1984-85 so as to compen- sate for no wage increase being granted during FY 1983-84 . In this regard, I believe it would be entirely appro- priate and justified if your Board would support a special increase for retirees affected deleteriously by this unusual pay situation. ; c. c.
