THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on March 6, 1984 , by the following vote:
AYES: Supervisors Powers, Fanden, Schroder, McPeak, Torlakson
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Hearing on recommendation of the County Planning
Commission with respect to rezoning application
(2583-RZ) filed by Isakson and Associates (applicants) ,
and David and Rudolph Mohar (owners) , to rezone land in
the Pacheco area.
This being the time fixed for hearing on the recommen-
dation of the County Planning Commission with respect to rezoning
application 2583-RZ filed by Isakson and Associates to rezone
approximately 1. 42 acres from Single Family residential District
(R-10) to Single Familv Residential District (R-6) in the Pacheco
area; and
Harvey Bragdon, Assistant Director of Planning having
described the property site and having advised that a Negative
Declaration of Environmental Significance was filed for the
proposal; and
The Chairman having opened the public hearing, and no one
having appeared in opposition, the public hearing having been
closed; and
Board members having considered the matter, IT IS ORDERED
that rezoning application 2583-RZ is APPROVED as recommended by the
County Planning Commission subject to conditions as set forth in
Exhibit A attached hereto and by reference made a part hereof, and
the Board hereby adopts the Planning Commission' s findings, as set
forth in its Resolution Number 7-1984 as its determinations for this
decision.
IT IS FURTHER ORDERED that Ordinance Number 84-11 giving
effect to the aforesaid rezoning is INTRODUCED, reading waived and
March 20, 1984, is set for adoption of same.

CONDITIONS OF APPROVAL FOR SUBDIVISION 6407
1. This request is approved for eight (8) , lots in accordance with
the revised tentative map received b§ the Planning Department
on December 19 , 1983 . The following conditions require compli-
ance prior to recording the final map unless otherwise Indic-
- ated.
2 . This approval is conditional on approval by the Board of
Supervisors of rezoning application #2583-RZ to rezone the
site from Single Family Residential District (R-10) to Single
Family Residential District (R-6) .
3 . Approaches to garages on Lots 3 through 7 shall be 24-ft. ,
wide to provide on-site parking. This requirement shall be
noted on the final map and shall be indicated on the site
plan with applications for building permits .
4 . Prior to recording the final map, a Preliminary Soil Report
shall make .recommendations to prevent excessive settlement
of structures, roads and subsurface utilities. The recommen-
dations shall be implemented by building, grading, and sub-
division improvement plans . Such plans shall be referred to
the Planning Department and will not be approved without the
Preliminary Soil Report.
5. The zoning variances are approved as requested; they meet
the requirements of Section 26-2 . 2006 of the County Ordinance
Code.
6. If archaeologic materials are uncovered during grading, trench-
ing or other on-site excavation, earthwork within 30 meteres
of these materials. shall be stopped until a professional arch-
aeologist who is certified by the Society of California Arch-
aeology (SCA) and/or the Society of Professional Archaeology
(SOPA) has had an opportunity to evaluate the significance of
the find and suggest appropriate mitigation measures, if they
are deemed necessary.
7 . The applicant shall submit street names for the proposed private
road for review and approval of the Planning Department and the
fire district.
8 . Sewage disposal serving the properties concerned in this Sub-
division shall be provided by the Central Contra Costa Sanitary
District. The sewers located within the boundaries of the
properties concerned in this Subdivision shall become an inte-
gral part of the Central Contra Costa Sanitary District ' s sew-
erage collection system.
9 . Water supply serving the properties concerned shall be by the
Contra Costa Water District. Such water distribution system
located within the boundaries of the properties concerned in
this subdivision shall become an integral part of the Contra
Costa Water District' s overall water distribution system.

10 . House numbers shall be illuminated or designed in such a fash-
ion as to be clearly visible from the street day or night.
11. Comply with the requirements of the' Public Works Department
as follows:
A. In accordance with Section 92-2 . 006 of the County Ordin-
ance Code, this subdivision shall conform to the provisions
of the County Subdivision Ordinance (Title 9) . Any except-
ions therefrom must be specifically listed in this condit-
ional approval statement.
B. The street section for Ironwood Drive shall be for 36-ft. ,
of paving in a 50-ft . , right-of-way.
C. Construct a 20-ft. , paved private roadway to private road-
way standards to serve Parcels 2 through 8 in this proposed
subdivision.
D. Design the proposed storm drain system, which will convey
storm water from Ironwood Drive to the existing storm
drain pipe crossing under the Contra Costa Canal, to
allow easy maintenance access from Ironwood Drive or from
the proposed priviate road .
E. Relinquish aubtter ' s rights of access along Ironwood Drive
with the exception of the private road intersection and a
driveway to serve Lot #1.
F. Obtain an enroachment permit from Public Works Dept. ,
Land Development Division, for construction of a drive-
way within the right-of-way of Ironwood Drive to serve
Lot #1.
G. Dedicate a drainage easement and observe the structure
setbacks pursuant to the requirements of the Ordinance
Code for any position of the drainage system' which con-
veys runoff from public streets .
The following statements are not conditions of approval. However,
you should be aware of them prior to requesting building permits
on the parcels of this subdivision.
A. Comply with the requirements of the Contra Costa County Consol-
idated Fire District as follows:
1. The developer shall provide an adequate and reliable water
supply for fire protection within a minimum fire flow of
1, 000 GPM. Required fire flow shall be delivered from
not more than one (1) hydrant flowing wile maintaining
20 pounds residual pressure in the main.
2. The developer shall provide one (1) hydrant of the East
Bay type. Locate as indicated on the return map (on the

property line between Lots 3 and 4) . The hydrant shall be
installed not greater than 3-ft. , from the curb-face and
, .shall be controlled by a 6-inch street valve located not
less than 5-ft. , nor more than 10-ft. , from the hydrant
barrel .
Cost of the installation to be borne by the developer.
3 . Provide access roadways with all-weateher driving surfaces
of not less than 20-ft. , of unobstructed width and not less
than 13-ft. , 6-inches of vertical clearance to within 150
feet of all portions of the exterior walls of every build-
ing . Access roads shall not exceed 2-% grade, shall have
a minimum inside turning radius of 28-ft. , and must be
capable of supporting the imposed loads of fire apparatus
(15 tons) .
4 . On-street parking requirements:
a. Minimum of 28-ft. , width for parking on one side .
b. Minimum of 36-ft. , width for parking on two sides .
B. Comply with the requirements of the Building Inspection Dept. ,
including the following:
1. A grading permit will be required for the earthwork necess-
ary to develop all parcels in the , above minor subdivision.
2 . A soils report is required and the soils engineer is required
to approve the plans and elevations at the street at prop-
erty lines .
3 . A 1% minimum gradient is required for lot swales .
4 . The grading plans shall show typical pad grading in plan
and profile.
C. Comply with the requirements of the Contra Costa Eater District,
including the following:
water service will be made available upon completion of finan-
cial arrangements and installation..of necessary water main
facilities.
D. Comply with the requirements of the Central Contra Costa San-
itary District, including the following:
An 8-inch public sewer must be extended to serve each resident-
ial lot,_.to ;provide gravity service. A 10-ft. , exclusive public
sewer easement must be established over the alignment of any
public main not located within a public road to provide access
for future maintenance.
