HomeMy WebLinkAboutMINUTES - 03061984 - IO.4 I TO: BOARD OF SUPERVISORS ( + FROM: Internal Operations Committee Contin Costa DATE: March 5, 1984 County SUBJECT: Review of Procedures to Strengthen Enforcement of County Code Requirements SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1 . Approve the formation of a Task Force on County Ordinance Code Enforcement consisting of representatives from the Planning Department, Building Inspection Department, Animal Services Department, Health Services Department, County Counsel , District Attorney, Sheriff-Corner; with the County Administrator's Office responsible for convening the Task Force. The Task Force is to be charged with preparing a report on the background of County Ordinance Code enforcement, the current procedures utilized by each department, legal issues involved in such enforcement, the role of the courts and other law enforcement agencies in the enforcement process. The Task Force is to identify and make recommendations to the Board on possible improvements in the Ordinance Code enforcement field, including evaluating the possibility of implementing citation authority, recommendations for improvements to State law or the County Ordinance Code, budget and staffing implications of an increased enforcement program, and efforts which can be made in the community to improve compliance with the Ordinance Code provisions. 2. Remove this item as a referral to our Committee. BACKGROUND: On January 31 , 1984, the Board referred to our Committee a memorandum from Supervisor Torlakson summarizing a meeting he had had with staff from the County departments responsible for various elements of County Ordinance Code enforcement. Supervisor Torlakson outlined several suggestions for improving Ordinance Code enforcement. The County Administrator's Office presented a report dated February 28, 1984 summarizing the present procedures which are followed, and recommending the formation of a Task Force as outlined above. We believe that such a Task Force will be able to come up with recommendations for the Board which will help in improving the enforcement program presently underway in the County in those areas where improvement is believed to be necessary.
