Direct staff to the Solid Waste Commission to prepare a report to the Board of Supervisors updating the Board on the plans which are underway for selection of a new solid waste disposal site. 2. Direct staff to the Solid Waste Commission to prepare a report on the closure plan for Acme Fill , including a timetable both for the closure of Acme Fill and a timetable for the identification of a replacement site. 3. Direct staff of the Solid Waste Commission to determine whether there are any rules either in State law or in the County Ordinance Code regarding attendance require- ments for members of the Solid Waste Commission and forward a report on this matter to the members of .the Internal Operations Committee. 4. Remove this matter as a referral to our Committee. BACKGROUND: On February 14, 1984, the Board referred to- our Committee the 1983 Annual Report of the Solid Waste Commission. On March 5, 1984, we met with Paul Kilkenny to review the Commission's report and related items of concern to our Committee. Mr. Kilkenny advised our Committee that the Governing Board of the Central Sanitary District has instructed their staff to review the possibility of Central Sanitary District getting into the disposal site business in order to have an appropriate location to dispose of their sludge as a possible alternative to the current waste-to- energy alternatives being explored. Members of our Committee expressed concern about whether or not there is a closure plan for Acme Fill and why no alternative site has been identified yet as is called for in the County Solid Waste Management Plan. The Plan calls for an alternative site to be identified by 1985 regardless of whether or not Acme Fill is granted a permit to expand their present operation. We believe that the timing on these matters is becoming extremely critical and that, therefore, the Board of Supervisors needs to be kept up-to-date and well informed on the Acme Fill closure plan and plans to identify alternative sites at various locations in the County.
