SUBJECT: Human Services Advisory Commission 1983 Annual Report
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Acknowledge receipt of 1983 Annual Report of the Human Services Advisory Commission;
approve the Proposed 1984 Work Plan for the Commission, and authorize preparation
of Certificates of Appreciation for the current members of the Commission recognizing
the progress made by the Commission in completing and testing the Allocation Review
Process with the drug programs.
2. Remove this item as a referral to our Committee.
BACKGROUND:
On December 20, 1983, the Board referred to our Committee the Human Services Advisory
Commission' s 1983 report detailing their activities for the past year. On March 5,
1984, we met with Lee Johnson-Kaufmann, Chair of the Commission, and Shirley Marchetti ,
as well as Rod Libbey, Drug Program Chief.
Ms. Marchetti and Mr. Libbey summarized the background of the Allocation Review Process
as it is being applied at the current time to the County's drug program. This pilot
test has helped to revise the process in order to make it more workable. Under the
process as now established, each advisory board will identify needs in the community
and establish desired priorities, keeping in mind the human services goals already
adopted by the Board of Supervisors. The Drug Abuse Advisory Board has done this and
is currently testing the process to verify that it is workable. The Drug Program admini-
stration is then preparing a plan which will provide programs to meet these priorities.
The plan will then be signed off on by department administration and will be reviewed
by the County Administrator's Office to ensure that the program is adequately funded
and that legal requirements have been met. The County Administrator will then forward
the plan to the Board of Supervisors for approval .
This process has the advantage of ensuring early input by the community and the appropriate
advisory board and in identifying needs in establishing priorities. Among the issues
which have yet to be resolved is how to allocate funds between competing programs, and
what criteria should be used in making these decisions. Some of the criteria proposed
by the Commission are undergoing revision. With these revisions, Mr. Libbey believes
that we will have a set of useful criteria.
Ms. Marchetti noted that the Commission hopes to have a final report ready for presenta-
tion to the Board in July, 1984.
Supervisor Fanden expressed her pleasure that the Commission has finally moved to this

Our Committee believes that the members of the Commission should be congratulated
for the progress made in testing and implementing the Allocation Review Process and
are, therefore, suggesting that Certificates of Appreciation be authorized by the
Board for the current membership of the Commission.
