HomeMy WebLinkAboutMINUTES - 03061984 - 2.11 1Z, THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March 6, 1984 , by the following vote: AYES: Supervisors Powers , Fanden, Schroder, McPeak, Torlakson NOES: None ABSENT: None ABSTAIN: None SUBJECT: NEGOTIATIONS WITH DELTA MEMORIAL AND LOS MEDANOS COMMUNITY HOSPITALS The Board on February 28, 1984 having directed the County Administrator to continue negotiations with Delta Memorial Hospital and the Los Medanos Community Hospital District in an effort to reach agreement on the conditions under which the Board would agree to delicense certain of the County's licensed hospital bed capacity and return to the Board in one week; and The County Administrator having presented a letter to the Board dated March 6, 1984 requesting a two-week delay in presenting a proposal from Los Medanos Community Hospital in order for the Administrator of the hospital to have time to meet with his Board, and having reported that discussions with Delta Memorial Hospital have resulted in staff's being unable to reach any agreement within the negotiating parameters provided by the Board; and Mr. Lee Domanico, Administrator, Delta Memorial Hospital , having presented a letter dated March 5, 1984, and having summarized its content for the Board, and having pointed out that because Delta Memorial Hospital handles a relatively high proportion of Medi-Cal patients its revenue per bed is lower than would be expected in the San Ramon Valley and that, therefore, Mr. Domanico believes the Board should take into account this reduced value in determining how much should be received from Delta Memorial Hospital for the twelve (12) beds they have requested versus the value which has been committed by National Medical Enterprises for the beds they requested in the San Ramon Valley; and The Board Members having generally agreed that Mr. Domanico made some valid points and that this should be taken into account in any negotiations, and that because a two-week delay has been given to Los Medanos Hospital , a similar two-week delay should be given to Delta Memorial Hospital and the matter should be referred to an appropriate Board Committee to continue the negotiations; and Supervisor Fanden having moved to refer Delta Memorial Hospital 's March 5, 1984 letter to the Internal Operations Committee to continue negotiations with Mr. Domanico and report back to the Board on March 20, 1984; and Supervisor Powers having seconded the motion; and Henry Clarke, on behalf of Contra Costa Employees Association, Local No. 1 , having expressed the opinion that the County is being too hasty in disposing of its hospital beds which may be required by the Contra Costa Health Plan once the current financial crisis is over, and that at the least the County should receive $21 ,000 per bed; The MOTION was APPROVED unanimously, Ihereby Certify that this isatrue ardcorrectcopyof an action taken end entered on the ril. utee of the Board of Supctrvlsors on the case shown.
