After learning that the industries in this county are among the state leaders in the generation of hazardous waste, this Board concluded that Contra Costa County must take the lead in developing and implementing procedures that would reduce the risk to our citizens and our environment, and ultimately establish long term safeguards in public health. In 1982 we established a Hazardous Materials Task Force to investigate and document areas of deficiencies in the county's preparedness activities and recommend improvements to rectify any shortcomings. The results of this effort have been the implementation of a comprehensive on-site inspection program to augment state and federal efforts. Through these inspections by our Environmental Health Division, the county can review handling and storage procedures as well as document the type and quantities of chemicals on-site. This information has enabled the county's health officer to advise our citizens on health issues and take steps to reduce risks to the community. Also, the county's health officer has been given the responsibility of responding to each release of hazardous material in the county and insuring its swift containment and removal. In support of this, the health officer has been allocated a mini-superfund type account to initiate cleanup whenever the responsible party is unknown or is unavailable. The County's Office of Emergency Serviceshas been assigned the responsibility of collecting reports on all releases in the county, determining repeat offenders and initiating legal action as appropriate to penalize and/or prosecute negligent violators. 0001.53 , To: Robert Burnett, M.D. Re: Toxic. Chemicals and Public Protection Our recent establishment of the Hazardous Waste Task Force as an investigative group to research, identify and recommend safe long-term waste disposal policies for Contra Costa County represents the aggressive role this Board is taking to protect our citizens' health and person. As you know, the California Medical Association is a member of this Task Force and is helping develop policies that will safeguard the health of Contra Costans and perhaps even other Californians. SUBJECT: Reaffirm Resolution No. 3396 urging against approval of a Housing Voucher Progam and authorize Chair to send letters to congressional representatives. On February 27, 1984 the Advisory Housing Commission unanimously voted to reaffirm the position taken by the Board of Commissioners on April 5, 1983 urging against the approval of the Housing Voucher Program currently being considered by Congress. Further, the Executive Director of the Housing Authority of the County of Contra Costa, in an Inter-Office Memorandum, has advised that the Advisory Housing Commission recommends authorizing the Chair of the Board of Commissioners to send letters to congressional representatives urging them to vote against the Housing Voucher Program and instead provide funding for the continuation of the Section 8 'Existing Housing Program. IT IS BY THE BOARD ORDERED that Resolution No. 3396, urging against approval of the Housing Voucher Program, is REAFFIRMED and the Chair is AUTHORIZED to send the necessary letters to congressional representatives as outlined above.
