Miner, Director Cw Contra Costa County Private Industry CouncilCosta DATE: February 21, 19811 @ County SUBJECT: WESTERN JOB TRAINING PARTNERSHIP ASSOCIATIOTJ SPECIFIC REQUEST(S) OR RECOMMENDATION(S) BACKGROUND AND JUSTIFICATION Recommendation AUTHORIZE the Board Chair to jointly apply with the Private Industry Council of Contra Costa County Chair for membership in the western Job Training Partnership Association; DESIGNATE the. PIC Chair as the joint PIC/SDA representative; DESIGNATE the Executive Director of the Contra Costa County Private Industry Council as the Board's representative to the Association, and the alternate representative to the Association. Background On Janauary 10, 19311 the Board referred to the PIC Executive Director notice of the formation of a new Western Job Training Partnership. This association is open to all SDA/PICs within Federal Region IX (California, Nevada, Arizona, Hawaii, and the Pacific Islands). The purpose of the association will be to provide a central forum for PICs and LEDs to discuss common interests, develop policy consensus, share successful job training strategies and maintain lines of communication with State and Federal governments. Attached is a copy of the current interim by-laws and a draft copy of the proposed by-laws. This organization will replace two competing CETA organizations - CAPSA (Combined Association of Prime Sponsor Administrators) which represented prime sponsors through their Manpower Directors and CAL-PIC which represented some of the CETA Title VII PICs. Membership in the association requires the joint concurrence of the PIC and Board of Supervisors. The $25 initial membership fee is an allowable JTPA expense and will be charged to our grant. As a member of the association, our SDA/PIC will be allowed one vote. At its January 16, 19811 meeting, . the Private Industry Council of Contra Costa County voted to join the association and requested Board concurrence with the voting right to reside with the PIC Chair or the Chair's designee.
