SUBJECT: Family and Childrens Trust Fund
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. A panel comprised of representatives of the United Way Allocation
Team, Children' s Coalition, Human Services Advisory Commission, County
Justice System Subvention Program Advisory Group and the Children' s Trust
Fund Committee for allocation of AB. 1733 Funds (a subcommittee of the Child
Abuse Prevention Council) be established for development of recommended
priorities for allocation of $15 ,000. The panel is to submit its
recommendations to the Finance Committee in July, 1984 .
2. The Board adopt as a general policy that the allocations are to
be made in a manner so as to maximize their public benefit through the
leveraging of the Fund with other community resources.
3. Retain the remaining balance of approximately $5,100 in the Fund
to be used for generating additional monies in fiscal year 1984-85.
4. That the Social Service Department be delegated responsibility
for the administration of the Fund.
5. The Treasurer-Tax Collector and Auditor-Controller be requested
to study the means of attaining a broader solicitation in fiscal year 1984-85
at a reasonable cost and to report their findings to the Finance Committee
in July, 1984.
BACKGROUND
On September 12, 1983, the Finance Committee recommended, and the
Board subsequently approved, preparation and mailing of flyers soliciting
contributions to the County for family and children' s services. On
January 26, 1984, the County Administrator reported to the Board that the
Treasurer-Tax Collector indicated that the fund had received $20 ,762
through January 18, 1984. The Board subsequently referred to the Finance
Committee for a report back to the Board the issue of how the funds
contributed by property taxpayers are to be used and to determine whether
to continue the program in 1984-85. The Finance Committee requested that
the funds be targeted to at least three major areas to maximize public
benefit. '
