Accept March 26, 1984 financial report on the Health Services Depart- ment prepared by Nu-Med and concurred on by County staff. The financial report indicates that based upon the results of the first eight months of operations, the financial deficit will be $10 .0 million including the deficit beginning fund balance of $3. 0 million; however, with the application of proposed revenue increases of $1.7 million and expenditure decreases of $0. 3 million the projected year-end deficit will be about $8. 0 million. 2. The Board adopt as a policy statement that the County subsidy to the Health Services Enterprise Fund for fiscal year 1984-1985 is not to exceed the current adjusted subsidy--$14. 3 million. 3. Recognizing the County subsidy limitation, direct that Nu-Med present its proposed plan for health service operations for fiscal year 1984-1985. The plan is to include a prioritization of programs describing such changes as may be necessary to accomplish the goal of providing health services within this fiscal limit. This information is to be presented to the Finance Committee at its meeting on April 16, 1984 , 4. Authorize Nu-Med to negotiate for a new patient billing and accounts receivable computer system subject to review and approval of the Office of County Administrator. BACKGROUND: The Committee discussed with Nu-Med representatives its projections and the actions which have been taken. We were pleased to hear that a number of management actions have been taken which have been estimated to reduce the deficit by several million dollars. It was pointed out that the County will not have the financial resources in fiscal year 1984-1985 to provide an increase in the subsidy to the Health Services Department Enterprise Fund. As a result of the fiscal constraints faced by the Department, it is imperative that an early action plan be developed which will describe in some detail the service and program impact of this funding level. Consequently, the Finance Committee proposes that Nu-Med report back its proposed plan to the Finance Committee on April 16, 1984 .
