MICHAEL WALFORD, PUBLIC WORKS DIRECTOR County DATE: March 27, 1984 SUBJECT: Acme Landfill Expansion Permit Specific Requests or Recommendations & Background & Justification RECOMMENDATION It is recommended by the Solid Waste Commission that the Board of Supervisors write a letter to Colonel Edward M. Lee of the U. S. Army Corps of Engineers requesting his prompt decision on the expansion permit for Acme Landfill. BACKGROUND ' At the Solid Waste Commission meeting on March 21, 1984, the Commission members were informed by Frank Boerger (speaking for Acme Fill Corporation) that Colonel Lee of the Army Corps of Engineers has postponed announcing his decision on the Acme expansion permit for 30 to 60 days. MICHAEL WALFORD, PUBLIC WORKS DIRECTOR County DATE: March 27, 1984 SUBJECT: Report on Ongoing Landfill Site Searches Specific Requests or Recommendations & Background & Justification RECOMMENDATION It is recommended that the Board of Supervisors accept this report on the status of New Landfill Site Searches. BACKGROUND On March 6, 1984, the Board of Supervisors directed the staff of the Solid Waste Commission to report on the plans which are underway for development of new landfills within Contra Costa County. The following is the status report on Central County Landfill Site Proposals: ACME EXPANSION - The Army Corps of Engineers stopped accepting comments on the Acme Landfill Expansion on February 17, 1984. As of March 20, 1984, the Environmental Control Division had not heard of any decision being made by Colonel Lee. A decision is expected to be reached and announced prior to the end of March. ACME EAST COUNTY - Staff has reviewed the report submitted by the Acme Fill Corporation for the landfill in the East County on the Bettencourt site. Planning Department and staff has determined that the necessary information for a General Plan Amendment and a Land Use Permit has not been provided and they are in the process of notifying the applicant. KIRKER PASS SITE - On February 29, 1984, staff talked with Karen Spinardi of Bissell & Karn, Inc. , who are the engineers putting together the application for the Kirker Pass site. At the present time, they have subcontracted out for the geotechnical report that will be required. They have performed a preliminary economic feasibility on the project which indicates the project is economically feasible. They are pulling various experts together and will be having reports prepared for submittal as the application for a Land Use Permit anda General Plan change. Receipt of this application is expected sometime early this summer. CENTRAL CONTRA COSTA SANITARY DISTRICT - The Board of Directors for Central Contra Costa Sanitary District has directed their staff to start investigations leading towards the District -purchasing a site and developing a "public" sanitary landfill. The staff from Central Contra Costa Sanitary District has been in contact with the Environmental Control Division and is coordinating with them. (EC) Director of.Planni;n� By DEPUTY 001'79 EAST BAY REGIONAL PARK DISTRICT - The Environmental Control Division has checked with the District. They are not looking for a site, nor do they envision developing a site. They have discussed acting as a mediator if a situation developed where a disagreement between two 'agencies was the roadblock keeping an adequate landfill site from being developed. CONTRA COSTA WASTE SANITARY LANDFILL (Antioch) - The owners of Contra Costa Waste Sanitary Landfill are conducting a feasibility study on a possible landfill site. If this study indicates that the site will provide a usable life of 40 years or more, they plan on proceeding with development; if not, they will continue with their search. Attached is a sample time line of steps the development process will have to meet in order for a site to be ready to open for business on April 1, 1989. The implementation schedule of the County Solid Waste Management Plan requires that site search reports be given to the Board. Quoted below is the paragraph (from page 4) that discusses new landfill sites. "New Landfill Site. Computations within this plan show that a new landfill site will probably be needed in the 1990's. The private sector will be given until 1985 to secure a local land use permit for a proposed new landfill site. If, by that time, a local land use permit has not been secured and adequate progress has not been made for the development of the site, the Board of Supervisors will exercise their authority to develop and operate a new landfill site. The private sector shall report to the Board of Supervisors, during or before January 1983 and January 1984, on the progress of the site search. If sufficient progress has not been taken, the Board of Supervisors will initiate a public sector search for a new landfill site. All proposed landfill sites or expansions of existing sites shall be required to meet the environmental requirements as stated on page I-11 (ENVIRONMENTAL CONSIDERATIONS)."
