Russell ) Chief Clerk, Board of Supervisors ) RESOLUTION NO. 84/_172 WHEREAS Geraldine "Jerry" J. Russell entered County service on October 30, 1961 as a Stenographer in the Office of the County Clerk-Recorder; and WHEREAS on July 18, 1962 Geraldine was promoted to Intermediate Stenographer and thereafter on July 1, 1963 trans- ferred to the Office of the Clerk of the Board; and WHEREAS the Office of the Clerk of the Board was at that time headed by Mrs. Mary Smith, long time Assistant Clerk-Board of Supervisors; and WHEREAS Mrs. Russell was promoted to Clerk III on March 2, 1964, to Supervising Clerk I on November 17, 1965 and to Assistant Clerk on April 1, 1966, which position subsequently on October 20, 1971 was re-titled as Chief Clerk-Board of Supervisors; and WHEREAS Mrs. Russell served effectively with many Board members, two County Clerk-Recorders, three County Administrators and many County officials and members of the public during her tenure as Assistant Clerk and Chief Clerk of the Board of Supervisors; and WHEREAS Geraldine Russell showed dedication and respon- sibility in fulfilling the mandates of the office through accurate recordation of the actions of the .Board of Supervisors, including a willingness to work long hours when required; NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF SUPERVISORS hereby expresses its gratitude to Mrs. Geraldine "Jerry" J. Russell for her many years of dedicated County service and extends its Best Wishes to her during retirement. OLSSON, County Clerk and ex officio Clerk of the Board 000089 30 IN THE BOARD OF SUPERVISORS OF aONTRA cOS7'A''OOUDTI'Y, STATE OF QU FUTIA In the Matter of Recognizing the ) Service of Frank Fernandez, Assistant ) County Administrator (Finance) ) RESOLUTION NO. 84/ 180 ,S Mr. Frank Fernandez will be retiring frau County service on March 30, 1984; and WHEREAS Frank Fernandez has been employed by the County since September 151 1952, advancing during that period from Accountant II in the Road Commissioner's Department to Associate and Senior Analyst in the Office of the County Administrator, and subsequently to Assistant to the County Administrator, and on March 11, 1976 to Assistant County Administrator (Finance) ; and ft Mr. Fernandez attended High School in Pittsburg, California, served in the U. S. Army in Europe during the Second World War, and subsequently received a degree in Accounting frau Armstrong College in Berkeley, California; and ,S Frank Fernandez has effectively coordinated County and County Special District budget preparation under various difficult financial cir- cumstances, especially in the years since passage of Proposition XIII in June 1978 because State legislation and State funding have changed significantly for each fiscal year; and FSERE S as Assistant County Administrator (Finance) , Frank has also directed the County's insurance program including arranging for self-insurance as premiums reached unacceptable levels; and S Mr. Fernandez has worked with many department heads, and County and Special District officials during preparation of the annual budget for the County and County Special Districts, as well as with many different Supervisors on the Board of Supervisors Finance Committee; and MUMMS Frank has uniformly won the respect of his many associates for the quality of his work, his objectivity and good nature; and WHEREAS Frank Fernandez has always been willing to put in the long hours required to assure that budget and other deadlines were timely met; NOW, , BE IT RESOLVED THAT THE BOARD OF SUPERVISORS OF THE COUMY OF CONTRA COSTA hereby expresses its Appreciation to Mr. Frank Fernandez for his many years of exemplary County service, and expresses its Best Wishes to him, to his wife Alta and to their family, on his retirement frau-County service. Clausen is retiring from County service effective March 30, 1984; and MS John Clausen served as an officer in the Army in the Pacific Theatre during the Second World War and subsequently graduated_ fran Michigan State College in 1946 and frau Hastings Law College in 1951; and SAS John Clausen was appointed Deputy District Attorney I on July 27, 1953, and advanced to Deputy District Attorney II on December 19, 1957, and to Assistant District Attorney on November 3, 1959; and SAS during the time of his service in the District Attorney's Office, that office performed both criminal and civil functions and Mr. Clausen served as an advisor to County departments and school districts and as a member of the County Planning Commission; and PSS frau April 8, 1969 to August 19, 1969 John Clausen served as the Acting District Attorney of Contra Costa County; and S the Board of Supervisors determined in 1969 to separate the District Attorney's civil functions by creation of the Office and Department of County Counsel; and WERW on August 19, 1969 John Clausen was named the first Contra Costa County Counsel and has served continuously in that position having been reap- pointed by the Board of Supervisors at the end of each four-year term; and iS during his period of County service, Mr. Clausen has won the respect of members of the Board, County officials and the public as well as the legal community here and throughout the State; NOW, TFEORE, BE IT RESOLVED that the Board hereby expresses its appre- ciation to John Clausen for his many years of service to the County, and extends its Best Wishes and Happy Golfing to him, and his wife Nadine, during their retirement years. McClure ) T RF5OL TPION NO. 84L182 WmMMS George W. McClure graduated from the University of California at Berkeley, Phi Beta Kappa, in 1940, and thereafter studied Chinese politics, history and language at Yenching University, Peking, China; and ZMAS George McClure was a Lieutenant in the U. S. Navy during the Second World War and served as a Japanese language interpreter and intelligence officer on the staff of Admiral Nimitz; and WHMMS George McClure graduated from the Boalt Hall Law School of the University of California at Berkeley in 1949 and was admitted to the California Bar in 1950; and FIAEREAS George McClure entered the service of Contra Costa County as a Deputy District Attorney on May 8, 1950, was promoted to Chief Deputy District Attorney - Civil in 1961 and served in the District Attorney's Office until 1969; and SAS upon creation of the Office of the County Counsel in 1969, George McClure became the Chief Deputy County Counsel and has served in that capacity to date; and WMMMS George McClure served as a Director of the Contra Costa County Employees Association, Local 1675 AFSCME, AFL-CIO, fran 1953 to 1960 and as President in 1958-59, and has maintained a continuing concern for the interests of County employees; and SAS George McClure served as a Director of the Contra Costa County Bar Association from 1960 to 1975, and as a member of the California State Bar Association Committee on the Administration of Justice, reviewing and drafting laws proposed by the Law Revision Commission, the Judicial Council, and the State Bar, frau 1968 to the present; and wameAS George McClure is noted for his well researched and authorita- tively supported legal advice and for his cryptic oomments in green ink on letters, memoranda, and advice requests; and F1UWAS George McClure has served as legal advisor to many County Departments and to the Retirement Board, and has established a state-wide repu- tation as an expert on retirement matters; and VEEFEAS George McClure is retiring from County Service on March 30, 1984; NOW, THER17MF BE IT RESOLVED TART THE BOARD OF SUPERVISORS hereby extends its appreciation to George W. McClure for his many years of dedicated County service and expresses its best wishes to him during his years in retirement.
