MICHAEL WALFORD, PUBLIC WORKS DIRECTOR Costa DATE: March 13, 1984 County SUBJECT: I-680 Corridor Improvements Specific Requests or Recommendations & Background & Justification RECOMMENDATION Authorize Chair to execute a letter to Caltrans conveying concerns with respect to proposed I-680 corridor project. BACKGROUND On Tuesday, February 28, 1984, Supervisor Sunne Wright McPeak and Bill Gray, Chief Deputy Public Works Director, attended a meeting with representatives of the Sherman Acres Homeowners Association and the Fair Oaks Homeowners Association in the City of Pleasant Hill to discuss their concerns with improvements proposed to I-680 in the Pleasant Hill area. The residents, while recognizing the need for improvements to the I-680 corridor are concerned with the impacts that the currently developed alternatives will have on their community. The possible use of the East Bay Municipal Utility District (EBMUD) right of way, the possible construction of a "fly over" from southbound I-680 to Hookston Avenue (at Buskirk) , along with a careful review of alternatives to the proposed southbound 680 ramp to Buskirk Avenue (at Monument Boulevard) were identified as issues that needed to be reviewed in conjunction with the I-680 corridor project. Caltrans should be requested to include in their review of alternatives for the 680 project the possibility of utilizing all (or a portion of) of the EBMUD right of way and the possibility of a tunnel (as opposed to a fly over) for the southbound 680 off-ramp to Buskirk Avenue (at Monument Boulevard) . The need for a direct southbound off-ramp to Hookston (at Buskirk) also needs to be reviewed. Another issue of major concern to the area residents is access to their communities following completion of the I-680 corridor improvements and other improvements planned for the area by the City of Pleasant Hill (assessment 17) . A review of the alternatives discussed above along with the issue of access to the communities needs to be included in the environ- mental documentation developed for the 680 corridor project. The County has been, and continues to be, supportive of the I-680 corridor improvements.
