THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on �March 13, 1984 , by the following vote:
AYES: Supervisors Powers, Fanden, Schroder , Torlakson
NOES: None
ABSENT: Supervisor McPeak
ABSTAIN: None
SUBJECT: Hearing on recommendation of the San Ramon Valley Area
Planning Commission with respect to rezoning application
2559-RZ, filed by Noah Company (applicant/owner) to rezone
land in the Alamo area.
The Board on February 14, 1984, having continued to this
date its hearing on the recommendation of the San Ramon Valley Area
Planning Commission with respect to rezoning application 2559-RZ
filed by Noah Company to rezone approximately 160 acres from
Agriculture Preserve (A-4) to Planned Unit District (P-1) ; and
Harvey Bragdon, Assistant Director of Planning, having
described the property site and \having advised that the California
Environmental Quality Act requirements for this project are accom-
modated by the Environmental Impact Report previously prepared for
the Stone Valley Ridge General Plan amendment which was found to be
complete and in compliance with the California Environmental Quality
Act state and local quidelines; and
James Stedman, representing Noah Company, having appeared
and advised that in his opinion the Environmental Impact report had
addressed the issues involved with this project and also having com-
mented that the County Planning staff and Public Works staff had
done extensive reports on this project and having urged the Board to
approve rezoning application 2559-RZ in the Alamo area; and
Brian D. Thiessen, attorney, representing the Roundhill
Property Owners Association, having appeared and having stated that
the Roundhill Property Owners Association had several objections
regarding this rezoning application including the number of homes
and lot sizes proposed for the portion of the area to be developed,
the projected traffic and circulation problems and the need for
adequate drainage systems; and
Mr. Thiessen, having expressed concerns regarding the need
for a second access road to be in place prior to construction, the
need for a left hand storage lane and a bicycle path connection to
Monta Vista School, and also having stated that Stone Valley Road
and Royal Oaks Drive would not be able to adequately handle the
increased amount of traffic which would be generated by this pro-
ject; and
The Chairman having opened the public hearing and the
following persons having appeared in opposition to the proposed
project:
E. Craig McConnaughey, 2582 Roundhill Drive, Alamo;
Bud Soltau, 20 Alamo Glen Trail; Danville;
Lorraine Soltau, 20 Alamo Glen Trail, Danville;
Louis C. Renaud, 2365 Royal Oaks Drive, Alamo;
E. A. Cortes, 10 Alamo Glen Trail, Danville;
Wallace Breuner , 50 Alamo Glen Trail, Danville, having
submitted his name to the Board and asked that his name be added to
the record as being in opposition to the proposed project; and
Robert E. Doyle, representing East Bay Regional Park
District, having appeared in favor of the proposed project; and f �.
Mr . Jim Stedman, representing Noah Company having appeared
in rebuttal and' addressed some of the concerns which had been raised
and having urged the Board to approve rezoning application 2559-RZ;
and
The Chairman having closed the public hearing; and
Supervisor Schroder having commented that in his opinion
consideration should be given to the residents of. the Roundhill
area, and that staff should work with Mr . Stedman and Mr. Theissen
concerning the mitigation of concerns with the traffic situation, and
having recommended that the decision on this matter be deferred; and
Board members having considered the matter, IT IS ORDERED
that the decision on rezoning application 2559-RZ filed by Noah
Company is -DEFERRED to April 10, 1984.
