CALIFORNIA Adopted this Order on March 13, 1984 by the following vote: AYES: Supervisors Powers , Fanden, Schroder, McPeak, Torlakson NOES: None ABSENT: None ABSTAIN: None SUBJECT: Children' s Trust Fund The Board on March 6 , 1984 having referred to County Counsel and the County Administrator for report this day the recommendations of the Children' s Trust Fund Committee with respect to the procedure used for utilization of certain fees allocated for certain child abuse , neglect prevention, and intervention programs ; In a March 12 , 1984 memorandum to the Board, M. G. Wingett, County Administrator, having transmitted the memorandum from County Counsel advising that the procedures followed by the Children' s Trust Fund Committee in reaching the proposed recommendations were consistent with regular policies and procedures of the Social Services Department, and therefore recommending that the Board accept the process used to establish priorities for determining funding for child abuse and neglect programs ; IT IS BY THE BOARD ORDERED that receipt of the aforesaid information is ACKNOWLEDGED. Jornlin, Director Contra Social Service Department Costa DATE: February 27, 1984 County SUBJECT: SERVICE RECOMMENIATIONS - CHILDREN'S TRUST FUND SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Pursuant to the County Children's Trust Fund, the Children's Trust Fund Committee requests that the Board approve their recommendations as follows: 1. Contract with Contra Costa Children's Council for the period May 15, 1984 to May 14, 1985 for the purpose of establishing. a County-wide directory to include all agencies providing treatment, prevention, intervention or other services related to child abuse and neglect. Contract Payment Limit $10,000 2. Issue a Request for Proposal (RFP) to fund two children's services programs not presently available but which are required by SB 14 regulation: $50,000 - Out of Home Respite Care (24 hour prearranged child care in residential setting) $30,000 - Parent Training (County wide and cover basic home management and child care) The RFP and contracting process will be administered by the Social Service Department and the Children's Trust Fund Committee will evaluate proposals and recommend contractors to the Board for the Out of Home Respite Care and Parent Training contracts to be funded for the period May 15, 1984 to May 14, 1985. BACKGROUND On December 14, 1982 the Board authorized the Auditor-Controller to establish a County Children's Trust Fund pursuant to Welfare and Institutions Code Section 18966 to receive funds from an increase in birth certificate fees for the purpose of funding child abuse and neglect prevention and intervention programs. Also the Board designated the Contra Costa County Child Abuse Prevention Council as responsible for recommending programs to be funded. Since January 1, 1983 the Trust Fund account has accumulated $55,294 at an average rate of $4,096 per month. OLSSON, COUNTY CLERK Clerk-Recorder AND EX OFFICIO CLERK OF THE BOARD Children's Trust Fund Committee M982/7-e9 BY _�_ DEPUTY On July 2 6, 1983 the Board designated the Social Service Department as responsible for an RFP process for awarding of contracts and in accordance with applicable regulations which require contracting with private non-profit organizations. The Social Service Department Contracts Unit staff has been meeting with the Children's Trust Fund Committee, a subcommittee of the Child Abuse Prevention Council for the purpose of ascertaining and prioritizing programs that might be funded. The Children's Trust Fund Committee has requested that the Director, Social Service Department issue their recommendation as stated. These include contracting with Contra Costa Children's Council for a child neglect and abuse services directory. It is recommended that an RFP not be issued because the contract is for $10,000 and the service can be performed in connection with child abuse prevention services presently provided by Contra Costa Children's Council. In addition the Committee recommends that Social Service Department issue an RFP for two other services as specified. The total of all three contracts would be $90,000, $70,000 of which will have been collected by May, 1984. REJ/EH/dc
