BACKGROUND: See attached memo from William B. Walker, M.D. , to James Weber dated March 2, 1984 which is incorporated herein. These valuables belong to patients by the name of Maude Simmons and Mary Cobb. It appears that the envelope belonging to Mary Cobb was the envelope inten- tionally taken. There was a notice on the outside of it that it contained cash. The second envelope belonging to Maude Simmons was immediately behind it and had no notice of cash. We believe that .whoever took the first envelope simply grabbed two. Unfortunately, Maude Simmons' envelope contained $525.00 in cash. We are asking for an immediate warrant to be drawn so that we can reimburse her today for this amount. We know that this is an unu- sual way to handle this incident, however, we feel that because of this patient's mental health, it is important we do this. Ms. Simmons was admitted to County Hospital with authorization from Kaiser. She was admitted here instead of Kaiser because she was mentally out of control. She has been diagnosed as a paranoid schizophrenic. Unfortunately, one of Ms. Simmons' delusions was that people were after her money. We are all ready to discharge her today and feel that if we have to tell her that her money is not available, her week's stay here will be naught and she will immediately regress. By copy of this memo, we will be asking Mr. Van Marter to put on the Board's agenda both of these losses and will be following up with the appropriate paperwork. We would like this to be on the agenda for March 13th. As you have requested, I will assume personal liability for this $525.00. Following this loss and following the recommendation of the police who have taken the police report, we have set up new procedures for monitoring the valuable envelopes. They will be treated much the same as we treat narcotics, with one person having the key per shift and with an inventory taken of the enve- lopes at the end of each shift. We appreciate your assistance in getting this warrant. I know that it is in the best interest of the patient that we handle it this.way. 000 .2 A-41 9/
