(HSA) Classification
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Acknowledge receipt of report from Health Services Department's Personnel Officer
identifying every HSA position in the department, the incumbent, and duties of each
position, how and when each position was created, which positions have been canceled,
and other related data.
BACKGROUND:
The Board, several weeks ago, asked the Health Services Department to report on the
Health Services Administrator classification used in the department. The department's
report is attached to and made a part of this Order.

The goal for the establishment of the Health Services Administrator (HSA)
deep class was to consolidate all administrative staff in the department
into a single department-wide class for the purposes of establishing
minimum qualifications related directly to the unique duties and respon-
sibilities in Health Services. The "deep class" increased flexibility
by using generalist administrators in what had been a variety of overly
specific job classes. A summary of the positions placed in the HSA class
follows.

More specifically, the HSA class was established on January 21, 1981, at
which time twenty-four (24) filled management positions were reallocated
from other management classes. No increase in administrative staffing
occurred. All thirty-three (33) remaining positions are filled. They are
allocated as listed below.

with Short-Doyle budgets.

HSA-B Mildred Kirkwood Acting project manager for forms program.
Allocation of the positions which were cancelled is described below.
HSA-A #1440 - Administrative assistant to the division director - incumbent
displaced a less-senior HSA who was layed off.
HSA-A #1381 - Assistant to capital projects manager - position had just been
vacated by incumbent's transfer to another class.
HSA-C #803 - Division Administrator and administrative support manager -
incumbent retired rather than being reassigned when position
was cancelled.
HSA-B #1367 - Budget Officer position - this position was vacated by Tom
Mone and the position was cancelled due to forthcoming contract
for fiscal management services.

HSA-B #769 - Volunteer Program Manager - this position was vacated and the
position cancelled because another manager/and position was
reassigned to this function.
HSA-B #1691 - Medi-Cal Planning and Implementation - this position was never
filled and was cancelled because other staff had performed
these duties in addition to their regular duties.
Subsequently, (between October, 1981, and June, 1983) eight (8) additional
positions have been reallocated into the HSA class because the incumbents
were performing managerial duties appropriate to the deep class. Three (3)
of these were reclassifications from other management classes; three (3)
were reclassifications from comparably paid technical classes; and two (2)
were promotions of clerical employees.
Seven (7) additional vacant positions were added to the HSA class (between
December, 1981, and March, 1983) by cancellation of other vacancies in the
department. Two (2) of these offsets were management positions and five (5)
were technical positions. All positions (with one exception) were filled
when placed into the class or were filled soon after they were added. There
has been very little turnover: only four (4) positions have been vacated
and refilled. Two (2) positions were vacated by cancellation of the posi-
tion, three (3) were vacated and then cancelled, and one (1) was never
filled and was cancelled.
The above accounts for all of the thirty-nine (39) HSA positions which
have been established since the class was adopted. All were in place on .
November 1, 1983. Since that time six (6) HSA positions have been can-
celled, leaving a total of thirty-three (33) . The six (6) cancelled were:
two (2) on November 9, 1983, by Resolution 83/1144, one (1) on December 31,
1983, by Resolution 83/1237, and three (3) on February 1, 1984, by Resolu-
tion 84/31. Of the positions cancelled, two (2) had been among those
originally allocated into the class when it was adopted, two (2) had been
reclassified from other classes, and two (2) had been added by cancellation
of offsetting positions. Two were filled at the time they were cancelled.
