SUBJECT: Little Frank's Tract Restoration
Specific Requests or Recommendations & Background & ustification
RECOMMENDATION
1. Request the State Department of Parks and Recreation to appeal the denial from the -
Federal Emergency Management Agency for funds to repair and restore the flooded Little
Frank's Tract.
2. Reaffirm the County' s request to the State Department of Parks and Recreation to
take action to obtain a natural preserve designation for Little Frank's Tract.
BACKGROUND
On June 7, 1983, the Board of Supervisors approved a report from the Water Committee urging
the restoration of Little Frank's Tract and obtaining a natural preserve designation for
Little Frank ' s Tract. Little Frank ' s Tract is part of Frank's Tract State Recreational
Area which was flooded during the severe weather of the winter of 1982-1983. The area
is extremely well suited to function as a natural area if it were restored.
The State Department of Parks and Recreation has applied to the Federal Emergency Management
Agency to repair and restore the island. The Federal Emergency Management Agency has
denied the request for funding. The State Department of Parks and Recreation has not
yet appealed the decision.
A meeting has been set for February 8, 1984, with area legislators, appropriate State
agencies, and local interests to discuss both Frank's Tract and Little Frank's Tract.
It is appropriate for the Board of Supervisors to reaffirm their support for restoration
of Little Frank's Tract and also encourage the State Department of Parks and Recreation
to appeal the denial of funding from the Federal Emergency Management Agency.
