THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA'
Adopted this Order on February 7, 1984 , by the following vote:

SUBJECT: Public Workshop on Economic Development
As requested by the Board of Supervisors on November 29, 1983, the
Internal Operations Committee has worked with county staff- to
structure an Economic Development Workshop to be held at this time.
The County Administrator began the staff presentations by provid-
ing the Board with background information including findings and
recommendations set forth in previous reports prepared by the
Steering Committee on Economic Development, the Economic Develop-
ment Task Force, and Micciche & Associates . Information was also
provided on economic development goals and objectives which have
. been established by the Board through its adoption, approval or
other actions related to matters such as the County General Plan,
the Educational and Fire Facilities Plan, Housing Need Projections,
the 1983 JOBS Act Allocation Program, the Home Mortgage Revenue
Bond Financing Program, the Community Development Block Grant
Program, Affordable Rental Housing Goals, Economic Development
Task Force Report, Micciche & Associates Report, Job Training and
Employment Programs, Highway Funding, and County Redevelopment
Efforts. It was noted that some of the Micciche & Associates
report recommendations regarding redevelopment have already been
implemented. The county has developed a mechanism for reviewing
city redevelopment projects and has recently developed agreements
with two cities (Hercules and Pittsburg) which set limits on the
use of tax increment funds and/or provide for holding county taxing
agencies harmless from the diversion of property tax revenue . The
county has recently established a redevelopment agency and its
first project, the redevelopment of the Pleasant Hill BART station
area, is underway.
The following persons made presentations on the economic develop-
ment activities currently being carried out within their respective
departments or program areas:

Perfecto Villarreal, Executive Director, County Housing
Authority
Ida D. Berk, Director, Community Services Department
In his remarks, Mr. Walford noted that the Planning and Public
Works Departments have coordinated their efforts in assuring that
all necessary steps have been taken to implement the Pleasant Hill
BART station redevelopment project but that one of the departments
should be designated as having the overall responsibility for the
redevelopment function.
The Board directed that the matter of designating a department to
be responsible for the redevelopment function be considered at the
February 14, 1984 Board meeting. It was further directed that the
overall issue of economic development and its organizational
structure be scheduled for further Board consideration on
March 20, 1984 . 1 hereby certify that this Is a true and correct copy of
