Adopted this Order on F-ebruar-;-7. 1981 , by the following vote:
AYES: Supervisors Powers, Fanden, Schroder, McPeak, Torlakson
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Authorizing the Chairman to solicit the support of State legislators
for supplemental allocation to the State's subvention program for federally funded
flood control projects, County wide.
The Chief Engineer has reported that: a) the Flood Control District
will incur expenses of approximately $6,500,000 during the next twelve months
for the acquisition of right-of-way and for relocation work for the San Ramon
Creek Bypass project and the Wildcat-San Pablo Creeks project, both currently
scheduled for construction in 1985, b) the District has already submitted claims
in excess of $1,693,000 under the State's subvention program for federally funded
flood control programs, c) the State' s delayed payment of these expenses is
causing a severe financial hardship on the District and will result in the delay
of future construction by the Corps of Engineers; and
The Chief Engineer having also reported that the current State budget
has no funds available for the reimbursement of these expenses to the District
and that the District should seek a supplemental allocation to the State budget
which would allow the timely reimbursement of, and advance payment for, the above
expenses;
IT IS BY, THE BOARD ORDERED, as the governing body of the Contra Costa
County Flood Control and Water Conservation District, that its Chairman is AUTHORIZED
to contact in writing the appropriate State legislators recommending, and soliciting
their support for: a) a supplemental allocation of at least $10,000,000 for
FY 1983-84 to enable the Department of Water Resources to honor its obligations
to Contra Costa County Flood Control and Water Conservation District and other
flood control entities in the State, b) an allocation of at least $12,000,000
for the State's subvention program in the FY 1984-85 budget, which will allow
the timely fulfillment of the State's obligations.
