In the ?Matter of
Cable Television Workshop June 4, 1979
This being the time fixed for a public workshop on the
issues relating to the operation of cable television systems in
Contra Costa County; and
The Public Works Director having suomitted a proposed
agenda consisting of discussion topics, company profiles of cable
television systems franchised to operate with-+n Contra Costa
County, reference data (including the Counter's ordinance regulating
CATV franchises) , and copies of Board resolutions governing under-
grounding costs and rate increase: and
Chairman E. H. Hasseltine having commented that the
purpose of the workshop was for the Board to be able to study the
issues relating to C;TV, and to learn whatever it can about the
business of providing cable television_ to the citizens of
Contra Costa County; and
Chairman Hasseltine having further commented that
although the workshop was not to be a public heaz'ing, he had
received requests to speak, and having requested that persons not
use this time to complain about the service they are receiving
from individual companies; and
Vernon L. Cline, Public Works Director, having outlined
the discussiDr_ topics contained in the proposdd ;agenda, and having
asked his staff member, Richard Arrington, to c.'" went briefly on
each of the eight proposed discussion topics; a:
Mr. Arrington having commented briefl- on each of the
aforesaid topics; and
Chairman Hasseltine having commented :4 at the Board
might want to explore its powers with respect to revocation of
franchises; and
Mr. Arrington having advised that, in terms of responding
to consumers' complaints, at the present time tra only control the
Board has is revocatio^ of franchises, and havinj suggested that
perhaps the current ordinance might be amen ed; zLad
Bcard members having discussed the provisions of its

Chairman Hasseltine having advised that the Board would

County had asked him to make a presentation un their behalf, and
having thereupon reviewed each of the discussior_ topics set forth
in the proposed agenda including:
Rate Regulation vs. De-regula- ion
Exclusive or Non-exclusive Franchises
Revenue from CATV Franchises
Undergrour_ding
CATV Advisory Body
Lease Access Channels
Cable Television Ordinance
Legislation; and
Mr. Allen having responded to questions posed by members
of the Board; and
Allan Greenstadt, 970-A Detroit Avenue, Concord, repre-
senting Optical Systems Corporation , Home Premiere Cinema, having
urged the Board to retain its regulatory powej and to include
standards of service in its ordinance; and
Mr. Greenstadt having suggested tha the Board form a
body (chartered and funded by cable operators = which would serve as
a cable information center and that it set ul` a charge as to what
this committee would do including providing .:,formation on both
sides of every controversial issue; and tha : t require that
franchisees pay for that regulation, cowmen that his company
would be happy to help pay for self-regulat' i of the industry, and
having suggested that said proposed regulat f body make decisions
but that it come to the Board for ratificat' and
Jim Alkire, 3300 N. Main Street, CWlhcilman of the City of
Pleasant Hill, having commented on the succe •s of the CATV Committee
formed by the City of Martinez, Pleasant Hil , Lafayette, and unin-
corporated portions of the County, on certa' discussion topics
listed on the agenda, and having spoken aga V:Ett de-regulation of
rates, and 'having responded to questions pos by members of the
Board; and
Donald B. McNay, representing Coa Valley Cable Systems,
Incorporated, Port Costa, having commented at he favored partial
de-regulation, and having advised that if i' 'becomes mandatory for
his small operation to carry 20 local charm s he would be out of
business; and that he favored the developer rather than the cable
television provider, bearing the cost of un �,rgrounding; and
Chairman uasseltine turned the ch; .r over to Vice Chairman
Fanden and left the meeting at 4:30 p.m. ; a
�ainn Leverett, 625 East Taylor A ,nue, Sunnyvale, repre-
senting State Video Cable (Video Engineerin Incorporated, Parent
Corpora-,fon) having inquired as to the Boar s intentions with
respect to his company's request for a rate "nerease which has been
pending for nine months; and

Supervisor Fanden having respond that the Board had
deferred action on Pending rate increases til after this workshop,
and that said request would be addressed a later date; and
Dean P. LaField, 3462 Tit. Diablo Boulevard, Lafayette,
representing the Building Industry Association of Northern
California, having commented that the build-r_g industry is unalter-
ably opposed to transferring the cost of a _ ivate business (CAT':)

to another private business (The Home Builder 'and through the
builder to the home owner, commenting that th - cable television
company should bear the cost of the system, Id having commented-
briefly
ommentedbriefly on the current system of sharing tre phing costs for under-
grounding; and
Barbara Zivica, 1045 Springfield D ve, WaLnut Creek,
having commented that she objected to the re irement that local
channels be carried, that she preferred the cramento channels
which had been excluded to make room for the equired local
channels, and having inquired about the avai bility of excess
channels for leasing to home theatrF: packagi companies when there
were not enough channels available to carry e Sacramento channels
that she had been getting; and
Board members having discussed the arious concepts
presented to them during this workshop, and h- ing directed the
Public Works Department staff to prepare a s ary of this
workshop so that the Board might review all the data submitted
and thereafter determine whether additional rkshops are needed,
or if it can come to a conclusion with respe to the operation
of cable television systems in Contra Costa ( aunty.
