IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Workshop ) on Mental Health Program ) April 16, 1979 and Preliminary Mental Health) Plan for Fiscal Year 1979-80. ) ) The Board on April 3, 1979 fixed this time for a workshop on the County Mental Health Program and the Preliminary Mental Health Plan for fiscal year 1979-1980. Dr. Charles Pollack, Assistant Medical Director, briefly reviewed the preliminary plan, advised that the State has extended to May 1, 1979 the deadline for submission of same, and answered questions from Board members concerning the mental health program. Dr. Arnold Leff, Director of Health Services , commented on problems he had encountered in the program and expressed his goals for the future of his department. Mr. Marcus Peppard appeared on behalf of the Contra Costa County Mental Health Advisory Board and reported that said Board is available to study and make recommendations on any facet of the mental health program or the preliminary plan that the Board of Supervisors desires. Mr. John M. Kennedy of the Mental Health Association of Contra Costa County expressed enthusiasm for the potential for planning better mental health services in the County and recommended that a five-year plan be developed with emphasis on more community care. Ms. Rosalind Wofsy, representing the Developmental Disabilities Council, noted that the preliminary plan contains a number of statements that are inconsistent with community philosophy or which the community considers to be incorrect, as well as some serious omissions relating to developmental disabilities. 'els. Audrey Cochran, Concord, suggested that an improved network of services for mentally ill children should be included in the mental health program. Mr. Lawrence A. Gonzales , San Pablo, spoke of the lack of mental health services designed to reach the Spanish-speaking population of the County. Ms. Carla Gatto, Chairperson of the Contra Costa County Child Abuse Prevention Council, expressed concern with the seeming lack of commitment to mental health services for children. In response to questions from Board members , Dr. Pollack acknowledged that the long-term mentally ill adult is the first priority in the current mental health program. Ms. Belle Lipsett, Chairwoman of the Committee for Development of Children' s Mental Health Services in Contra Costa County, submitted a study of the structure of the children' s mental health system in Contra Costa County and five other counties and recommended that a Division of Children's Mental Health Services be established with a strong director to coordinate personnel now serving children and to develop a systematic approach to children's mental health problems , coordinated with other systems. Mr. Kenneth Jaffe , Executive Director, Contra Costa Children's Council, offered assistance in preparing an outline for implementation of a clearer mental health program for children. a Supervisor E. H. Hasseltine stated that the Board would like to continue working with staff and advisory groups on the mental health program, and the workshop session was then concluded.
