PRESENT: Chairman R. I. Schroder, presiding; Supervisors N. C. Fanden, W. N. Boggess, E. H. Hasseltine. ABSENT: Supervisor J. P. Kenny. CLERK: J. R. Olsson, represented by Geraldine Russell, Deputy Clerk. Supervisor Kenny arrived at 9:20 a.m. Supervisor Boggess and Mr. Arthur G. Will, County Administrator, left for Sacramento at 9 :30 a.m. to meet with members of the State Legislature to discuss the effects of the passage of Proposition 13 on County operations. DD © / IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Discussion ) of the Effect of Proposition 13 ) June 8, 1978 on County Budget and Personnel. ) The Board having continued to this day its discussion with respect to the anticipated reduction of property tax revenues as a result of the passage of Proposition 13 (Jarvis-Gann Initiative) , and the following department heads having appeared and submitted statements pertaining to proposed budget cuts and employee retention plans : Claude Van Marter, Director, Human Resources Agency Robert Jornlin, County Welfare Director Dr. Orlyn wood, County Health Officer Judy Miller, Director, Department of Manpower; and Board members having commented on a variety of concerns including the definition of a county department for layoff purposes, the desire for minority reports from departmental employees, the possibility of the State assuming responsibility for certain programs such as General Assistance and services to the physically and mentally disabled, and the need to determine upon a method for allocating funds to county special districts; and Fred Heaton, employee in the County Planning Department, having submitted a minority report; and Frank Gage, a group counselor at the Children's Shelter, having indicated a need for some flexibility in establishing layoff lists in view of past policies permitting transfers between departments; and All persons desiring to speak having been heard, the Chairman stated that the Board would meet again at 2:00 p.m. on Friday, June 9, 1978 to continue its discussion of the aforesaid matters. Will, County Administrator. Chairman R. I. Schroder announced that prior to receiving budgets and retention plans from additional departments he had a letter he wished to share. He then read a letter from Mr. Arthur G. Will, County Administrator, giving notice of his intention to resign later in the year (copy attached and by reference incorporated herein) . Board members commented on Mr. Will' s high degree of professionalism and indicated their regret with his decision. I intend to remain through the presentation and the adoption of the 1978-79 Budget and to complete for you the implementation of provisions of Proposition 13. Beyond that, I wish to offer whatever assistance you desire in transition to recruitment and selection of a new County Administrator, but I hope to be free to leave sometime this fall. I entered county service. in Los Angeles on February 1, 1948 and have had an opportuni.tzy to directly participate in many significant changes in American society which have taken place from the Post World War II era through the New Frontier, the ' Great Society, the age of conservation, the revolution of mir..orities to the revolt of the taxpayer today. I have been most fortunate as an adaainistrator to work for excellent govern ment organizations and these past years in Contra Costa County have been the best experience of my career. You as well as the previous Board of Supervisors which hired me are dedicated and thoroughly responsive to the public trust. I know, probably better than most others, the sacrifices you have made in order to discharge the duties of your offices and I have enjoyed working with you. Yesterday's election is not the sole nor even the major reason for my leaving at this time, but it does serve to emphasize the growing alienation between the government and the public that it serves, a subject which has seriously disturbed me for the past couple of years. This is a1 incredibly complex government at all levels, but it likewise sa.-ves an incredibly complex and demanding society. I hope the electorate has made a wise decision in taking action affecting only )ne portion of this massive structure we call American gover anent. - 000 j• � .4 f 2. Unfortunately, I feel that the high expectations of the campaign will not be fully realized and that many other changes, perhaps equally drastic, will have to occur before equity between groups of taxpayers can be achieved. I intend to par- ticipate as a private citizen in efforts to achieve long-term tax reform combined with a government structure which can provide for its people equally and in a responsive manner. In the meantime, my family and I will continue to be residents of this county which we have grown to love and call our home. While I will share my future plans with you later this year, I can tell you that it is my intention to enter private business in the Bay Area eventually. Respectfully, ARTHUR G. Kenny having advised the Board that neither he nor Supervisor R. I. Schroder will be able to attend the June 10, 1978 General Assembly meeting of the Association of Bay Area Governments because of urgent conflicting obligations resulting from the passage of Proposition 13; THEREFORE, IT IS BY THE BOARD ORDERED that Supervisor E. H. Hasseltine is DESIGNATED to represent Contra Costa County at the aforesaid meeting, Supervisor Hasseltine to have full voting privileges. PASSED by the Board on June 8, 1978.
