HomeMy WebLinkAboutMINUTES - 06151978 - ALL THE BOARD OF SUPERVISORS MET IN ALL ITS CAPACITIES PURSUANT TO ORDINANCE CODE SECTION 24-2.402 IN ADJOURNED REGULAR SESSION AT 9:15 A.M. , THURSDAY, JUNE 15, 1978, IN ROOM 107, COUNTY ADMINISTRATION BUILDING, MARTINEZ, CALIFORNIA. PRESENT: Chairman R. I. Schroder, presiding; Supervisors J. P. Kenny, N. C. Fanden, E. H. Hasseltine. ABSENT: Supervisor W. N. Boggess. (Supervisor Boggess was absent for the reason that he was still in Sacramento attending Joint Legislative Conference Committee meetings. ) CLERK: J. R. Olsson, represented by Geraldine R. IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of the Effects of ) Proposition 13 on County Budgets ) June 15, 1978 and Personnel ) The Board having met this day to further considered the recommendations of certain department heads with respect to reductions in staff and services so as to comply with the provisions of Proposition 13; and Mr. Vernon L. Cline, Public Works Director, having appeared and explained various recommendations concerning policy and agreement matters contained in his reports of June 7 and June 14, 1978; and The Board having concurred with the recommendations of Mr. Cline concerning revisions in the following policy matters: 1. Frontage Improvements 2. Walkways for Student Protection 3. Road Name Changes 4. Warning Lights and Barricades 5. Survey Staking; and The Board having indicated its agreement to rescind its policies with respect to Aid to Cities, Sweeping of Bicycle Routes and Community Cleanup; and The Board having considered the recommendations of Mr. Cline that the costs of operating street lights, formerly financed by county service area taxes be reduced by turning off all nonintersection lights, and that safety lights funded through the road budget remain in operation; and Mr. Cline having recommended that letters be sent to the Public Utilities Commission and the Pacific Gas & Electric Company requesting reductions in current street lighting rates by using the savings utility companies will receive through Proposition 13 reductions in their property taxes, and to establish a new user charge system to provide the funds necessary to continue the services in special lighting districts that are no longer able to finance these services through property taxes; and Board members having discussed the recommendations of Mr. Cline concerning street lights, IT IS ORDERED that the Chairman EXECUTE letters to the Public Utilities Commission and the Pacific Gas & Electric Company on same. PASSED by the Board on June 15, 1978. The Board having expressed agreement with the recommendations of the Public Works Director on drainage policies which would require formation of appropriate assessment districts, or other suitable means of financing as may be required, as a prerequisite to the approval of all new developments or redevelopments, so as to assure adequate area-wide drainage improvements; and The Board in its consideration of Water Agency agreements having noted that service agreements with Mr. Walter M. Gleason and Mr. Jerome Waldie were terminated effective July 1, 1978; and Board members having praised Mr. Gleason and Mr. Cressey Nakagawa for their assistance in representing the interests of Contra Costa County with respect to the State Water Plan and Mr. Waldie for his representation of the County's interests in Washington, IT IS ORDERED that the Chairman EXECUTE letters of appreciation to the aforesaid gentlemen.
