SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Chief Engineer, Flood Control & Water Conservation District or designee, to
execute a contract with Nomad Ecology(Nomad),in an amount not to exceed$49,800 to provide biological analysis
for the Upper Sand Creek Detention Basin project, for the period of March 18,2008 through December 31,2010.
FISCAL IMPACT:
There is no impact to the County General Fund. This project is funded by Drainage Area 104 Funds (100%).

REASONS FOR RECOMMENDATIONS ANI) BACKGROUND:
Contra Costa County Flood Control and Water Conservation District(District)proposes to build a flood detention
basin in the Sand Creek watershed to attenuate flows from the upper watershed, which will help provide flood
protection for the communities downstream. The project will consist of excavating soil from a natural grassland to
create a basin where water will be held and slowly released to control the amount of water downstream. An
embankment will be constructed that will act like a small dam. Inlet and outlet structures,an emergency spill way,
and an outfall pipe 1,700 ft in length will be constructed. A portion of Sand Creek will be lowered,realigned, and
re-vegetated. Other portions of Sand Creek will not be physically altered,but will lose stream flow. Upper Sand
Creek Detention Basin Project requires environmental analysis.
The contract is needed to assist Contra Costa County Public Works Department staff,on behalf of the District,with
the necessary required biological analysis for this project. Nomad Ecology,a certified small business,shall provide
required biological analysis,which includes botanical and wildlife surveys,wetland delineation,prepare and submit
reports in support of the Upper Sand Creek Detention Basin Project, as described within the contract.
CONSEQUENCES OF NEGATIVE ACTION:
If the contract is not approved, necessary environmental clearances will not be obtained, which may jeopardize
funding and cause delays in the construction of the project.
