FISCAL IMPACT: A $45.00 application fee is required for each of the 4 entries, totaling $180.00. BACKGROUND: The California State Association of Counties (CSAC) is sponsoring the CSAC Challenge Awards Program for 2007 and Contra Costa County wishes to participate in the program. The County will nominate the following innovative programs/projects for award consideration: • Pandemic Flu Kits for child care providers— Health Services Department Contra Costa Health Services worked with the County Office of Education to create the Pandemic Action Kit for Schools to aid in planning for a pandemic flu epidemic. The free, downloadable, internet based kit includes templates, a flow chart with outbreak milestones and required actions, information for parents, students, the media, school nurses and other officials. Users will find full-text magazine and newspaper articles, biographical profiles, business and medical information, and other resources for students of all ages. Library customers can take advantage of our information experts with the speed and convenience of the Internet. Librarians are available to answer questions 24/7. Current Contra Costa County Library customers do not need to register for an a-Card. They can simply use their existing, full access library card to log on to the library Web site and take advantage of the full array of resources available. • All Electronic Business— Clerk Recorder Contra Costa's Clerk-Recorder's Office has gone totally digital(with paper/microfilm back ups). Customers will see no old index books, no microfilm, no microfiche, only flat screen monitors at the gateway to their public documents. The Clerk-Recorder is also expanding services to record electronically, store and retrieve electronically(while creating digital to microfilm for archival purposes). This will greatly 'enhance the public in searching to find their relevant documents. Copies and certified copies are still available for purchase. • Archiving & Preservation of Historic Documents— Clerk Recorder The Clerk-Recorder has created an archive to store the valuable historic paper documents. Some historical documents have value in their original state. These documents, too, are available, by appointment, to the public as well. Not a problem! Beginning Saturday, July 1, 2006, the Contra Costa County Library will launch a new remote online library card registration service called "Library a-Card Service" which will be available from the Library's Web site. The service will be available to any resident of Contra Costa County. A Library a-Card can be used from your home or office to access the Library's electronic resources and to place holds using the online catalog. Looking for a good book? Check out an eBook! Besides animated talking books for kids, technical, and legal eBooks, our extensive collection includes popular titles that are downloadable to your portable device. Completing research from home? 'We believe the Library's new Library a-Card Service will be very popular with students and teachers," says Cathy Sanford, Deputy County Librarian-Support Services. The Library a-Card will be valid for three years. If you decide to check-out materials, pick-up holds, or use the computers in any Contra Costa County Library location, you must exchange your a-Card for a full-access library card. Positive ID and proof of address will be required to exchange your a-Card for a full access library card. Current Contra Costa County Library customers do not need to register for an a-Card. Problem or Challenge: In spring 2006, the Contra Costa County Office of Education (CCCOE) and its Superintendents' Council—the 18 district superintendents in the County—asked Contra Costa Health Services (CCHS) for information on how schools should prepare for a pandemic flu outbreak. Although CCHS officials presented general information from the federal government, the superintendents wanted more specific local information and templates. Solution: Together,CCHS and CCCOE created the Pandemic Action Kit for Schools,providing tools to prepare for a pandemic,including templates,a flow chart with outbreak milestones and required actions, information for parents, students,the media, school nurses and other officials. The material in English and Spanish was posted on both agencies'web pages (cchealth.org and cccoe.kl2.ca.us), where it could be downloaded and modified.Announcements were made to local, state and national organizations. Budget: CCHS and CCCOE shared the modest cost of producing one binder for each school district (total cost under$750). Since the contents were posted on the Internet, agencies could reproduce whatever they needed themselves. Articles appeared in newsletters, newspapers, radio and TV. The Department of Defense, Center for Disease Control and the U.S. Department of Education showcased the kit on their Web sites. Since the kit was posted on the website in June 2006, CCHS'website has logged almost 33,000 sessions on the kit page.
