I * The El Sobrante P and Z, while having no official status with any jurisdiction, coordinated planning activities in' the brutally gerrymandered valley. We worked closely with professional planners from Richmond and Contra Costa. We also coordinated with San Pablo and Pinole. Our meetings informed local residents and introduced them to the projects that would change their community. By the time public hearings took place in Martinez and Richmond,El Sobrante residents had already had the opportunity to study, comment,and ask for conditionslon hundreds of applications big and small. During my three terms as chairman, I took upon myself to instruct audience members as to the stages of presentation,opportunities for'comment, and the official status of each public hearing. . I i i
