SUBJECT: AGREEMENT WITH JAMES M. MONTGOMERY CONSULTING ENGINEERS TO PROVIDE
A CAD DESIGNER/DRAFTER EVALUATION TESTING PROCEDURE

SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director to execute a consulting services
agreement not to exceed $16,000 with James M. Montgomery Consulting Engineers,
Incorporated to develop a CAD Designer/Drafter Evaluation Procedure.
II. Financial Impact:
None. The program will be funded from the CAD Chargeout Account.
III. Reasons for Recommendations and Background:
The newly created classifications of CAD Drafter and CAD Designer each include a requirement
to satisfactorily complete a CAD proficiency evaluation. An outside consultant is considered
necessary to develop this evaluation in order to insure confidentiality and impartiality and to
establish recommended minimum performance standards by testing outside operators. James
M. Montgomery Consulting Engineers, Incorporated has demonstrated their knowledge of CAD
practices and procedures and. are familiar with the Intergraph's environment by their
performance as our CMS/GIS consultant.
