(Estimated Time: 15 Minutes) H.2 Proclaim the week of April 7, 1991 as "Mediation Week in Contra Costa County. Also, hearings may be held later than time specified on this agenda.*** APPROPRIATION ADJUSTMENTS - 1990-19.91 FY - contd. 1.30 Social Services (0500) : Approve transfer of $198, 030 in appropriations from the Social Services Administrative Budget (0500) to the Housing Authority of Contra Costa County for the administrative and operational costs of the Homeless Shelter Program, pursuant to Board action of March 26, 1991. LEGISLATION -- AB 494 (See Redevelopment Item 1.51) PERSONNEL ACTIONS 1. 31 ADOPT resolution extending the County Management Benefits Program to Management Employees in the Bethel Island Fire Protection District. 1. 32 Deleted GRANTS & CONTRACTS APPROVE and authorize execution of agreements between the County and following agencies for receipt of funds and/or services: 1.33 APPROVE and AUTHORIZE the Health Services Director or his designee to execute a contract amendment with the State Department of Health Services for the provision of the County's AIDS drug program to increase the payment limit by $22, 233 for a new payment limit of $183, 366 and extend through June 30, 1991. APPROVE and authorize execution of agreements between the County and following agencies as noted for the purchase of equipment and/or services: 1.34 APPROVE and AUTHORIZE the Chair, Board of Supervisors, to execute an agreement with the Contractors State License Board in the amount of $15/month plus 15 cents/transaction for access to automated files with current contractor license information. (Fee Revenue) 6 (4/9/91) SUMMARY OF PROCEEDINGS BEFORE THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY MEETING IN ALL ITS CAPACITIES PURSUANT TO ORDINANCE CODE SECTION 24-2. 402 TUESDAY, April 9, 1991 CONSENT ITEMS: Approved as listed except as noted below: 1.4 Authorize consulting services agreement with D.J. Smith Associates. . . . .DELETED. 1. 12 Award a contract for the Drainage Area 30A, Line A project, Oakley area. . . . .DELETED. 1.15 Deny claims of B. & M. Howard, J. Pitcock and L. Rapp. . . . .DELETED. 1.18 Adopt ordinance increasing cable television license fees. . . . .DELETED. 1. 26 CORRECTED Appropriation Adjustment, General Services-Building Occupancy ( 077) , to authorize an additional $13 ,650 in revenues and $102,465 in expenditure transfers, totaling $116 ,115 in appropriations for the voice mail program in various County departments. DETERMINATION ITEMS: Approved as listed except as noted below: 2 . 1 ACCEPTED report from the Community Development Director on Supervisorial District reorganization based on the 1990 census figures; and DIRECTED Community Development Department staff to take steps to implement the report. 2.4 DENIED administrative appeal of Bonfare Markets, Inc. from the decision of the Health Officer and Director of Environmental Health Services relative to a fine levied. TIMED ITEMS: 9:00 A.M. H.A PROCLAIMED National Library Week in Contra Costa County. 11: 00 A.M. H. 1 CLOSED public hearing and ADOPTED Dual Use Water Systems Ordinance; and DIRECTED Community Development Department to transmit the ordinance, together with letter of support from the Sanitation and Water Agencies, to the cities. H. 2 PROCLAIMED the week of April 7, 1991 as Mediation Week in Contra Costa County. 1 RECOMMENDATIONS OF BOARD MEMBERS: Approved as listed except as noted below: S. 2 ACCEPTED report from Chief Engineer, Flood Control, on safety measures taken to prevent drownings in Flood Control facilities; AUTHORIZED placement of additional danger signs on channel walls of the Walnut Creek Channel; and REQUESTED Flood Control staff to report back to the Board by May 7, 1991 on any additional safety measures that might be taken. S.3 APPROVED recommendations of Supervisor McPeak relative to proposed job reductions at the Concord Naval Weapons Stations; DIRECTED County Administrator to communicate, through CSAC, with other counties that would be affected by the proposed transfer of missile maintenance and repair operations from CNWS to Southern California; and REQUESTED County Administrator to request an analysis from the Navy on expected cost savings and reasons for the proposed move. The following item was brought to the attention of Board members after the agenda was posted, and the Board unanimously agreed on the need to take action. S. 4 REQUESTED County Administrator to obtain a copy of the City of Walnut Creek' s proposed Smoking Ordinance and REFERRED the Walnut Creek ordinance to the Health Services Director; and REFERRED both the Walnut Creek ordinance and the proposed County ordinance to the Contra Costa County Mayors ' Conference for consideration by the rest of the cities in the County. 3 ( 4/9/91) TOM POWERS,RICHMOND CALENDAR FOR THE BOARD OF SUPERVISORS THOMS M.
