Board to be routine and will be enacted by one motion. There will
be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the
Board votes on the motion to adopt .
Persons who wish to speak on matters set for PUBLIC HEARING
will be heard when the Chairwoman calls for comments from those
persons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject
to discussion and action by the Board. There is no further comment
permitted from the audience unless invited by the Chairwoman.

FC . 1 Fire Protection Issues - DIRECTED the County Administrator
to conduct a detailed study of each fire district to deter-
mine the district's needs over the next five years;
DIRECTED the County Administrator , Director of Planning and
County Counsel to develop an amendment to the County
General Plan and associated implementing ordinances to pro-
vide for adequate fire protection facilities in future
developments including adoption of a fire facilities ele-
ment of the General Plan; and DIRECTED the County
Administrator to arrange a meeting with city councils of
the cities of Antioch and Pittsburg, the Board of
Commissioners of the Riverview Fire Protection District ,
the Board of Supervisors and County staff on April 29 ,
1985, in Pittsburg to discuss fire related issues in east
county.

Administrator , Director of Planning, Fire Chiefs Association,
and County Counsel to prepare a report on current provisions
of the County Ordinance Code and State Law relating to
responsibility and authority. for fire districts to perform
certain administrative functions and the ability of the
fire districts to charge fees for such administrative
functions .
PLANNING , HOUSING , DEVELOPMENT COMMITTEE (renamed) - ACCEPTED oral
report of the Committee as presented by Supervisor T . Powers to
not take any action on a mandatory Transportation System.-
Management Program for 60 days until all input solicited is
reviewed by the cities and the Contra Costa Transportation
Advisory Committee .

Social Work Month in Contra Costa County.

changing or passing in the Caldecott Tunnel and submit a
recommendation to the Board.
X .4 (County Administrator) ADOPTED a position to support
in principle SB 880 (Greene) which appropriates $40 million
from the Petroleum Violation Escrow Account for local
energy projects .
X .5 (Public Works Director) RESCINDED appointment of the
Planning Collaborative , Inc . , as project planner and
APPROVED consulting services agreement with Davil L . Gates
& Association in the amount of $30,750 for the Master Plan
for parks and recreation facilities in Alamo .
X . 6 (Public Works Director) FIXED April 23, 1985, at 10: 30 a .m.
for hearing on condemnation of real property for widening
of State Highway 4 in the Byron area.
X .7 (Public Works Director) AWARDED contract in the amount of
$64,058 to the low bidder , Carone Bros . Excavating of Rodeo
for construction of the MonTaraBay Community Center Parking
Lot in Pinole .
X.8 (Powers ) APPOINTED Rev. Gordon A . Speak (District I
representative) to the Contra Costa County Drug Abuse Board
for a term ending June 30, 1987 .

County in a Conference of the National Association of
