Board to be routine and will be enacted by one motion. There will
be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the
Board votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARING
will be heard when the Chairman calls for comments from those per-
sons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject
to discussion and action by the Board. There is no further comment
permitted from the audience unless invited by the Chairman.

mobiles and three fire trucks no longer required or suitable
for County use.
1. 54 AMEND Resolution No. 81/1013 establishing rates to be paid to
child care institutions to add Juanita Jones Family Home,
Pittsburg, at a monthly rate of $824; Rainbow' s End, Fairfield,
at a monthly rate of $824; and Second Step, Santa Rosa, at a
monthly rate of $823 (effective 4-1-83) and amend the rates of
Halloran Hall, Aptos, to $2126 (effective 10-1-82) and Nuevo
Paseo Inc. , Aptos, to $1647 (effective 4-1-83) as recommended

1. 55 AUTHORIZE the Chairman of the Board of Supervisors to exercise
an option to extend a lease with John W. Telfer and Andrew J.
McMahon, Trustees under the Albin McMahon Family Trust dated
November 16, 1972, for premises at 606 Ferry Street, Martinez,
for continued use by the Health Services Department.
1. 56 CERTIFY to State Department of Transportation that as of May,
1983 the total mileage of County maintained roads is 928. 03
miles, as required by Section 2121 of the Streets and Highways
Code and as recommended by the Public Works Director.
1. 57 AUTHORIZE Public Works Director to sign contract, in the amount
of $29,999, between the County and Franklin Floor Covering,
Lafayette, for carpet installation at the .Antioch and San Ramon
Valley Libraries.
1. 58 AUTHORIZE Chairman, Board of Supervisors, to execute agreement
between the City of Hercules, the Rodeo Fire Protection
District, and the County for the establishment of a temporary
fire station in Hercules as approved in concept by the Board of
Supervisors on February 15, 1983.

Health Systems Agency (HSA) , advising that the time has come to
appoint a new Governing Board for HSA and listing nominees sub-

2. 2 LETTER from County Administrator transmitting copy of study
entitled "Site Feasiblity Study to Determine Possible Location
of a Regional County Government Center to Serve Eastern
Contra Costa County" and recommending that study be accepted and

2. 3 REPORT from County Administrator, in response to Board referral
of March 22, 1983, recommending that State of California Bureau
of Collections and Investigation be allowed to license

2. 4 COMMUNICATION from County Administrator, in response to Board
referral of March 22, 1983, recommending that the Board support
SB 1070 (Lockyer) which would designate up to five pilot project
counties to test the effectiveness of having a human services
commission prepare and recommend to the board of supervisors the
allocation of specified health and welfare federal block grant
funds; in connection therewith authorize the County Administrator
to indicate to the State Contra Costa County' s interest in being
designated a pilot county pursuant to SB 1070. APPROVE

2. 5 MEMORANDUM from Director, Animal Services Department, requesting
adoption of order supporting education and enforcement of the
animal control ordinance section regarding animals in vehicles '
by local law enforcement agencies in recognition of "Be Rind to

the Joint Committee on Refugee Resettlement and Immigration,

2.7 LETTER from- Deputy Director, Defense Logistics Agency, U. S.

Point at Ozol, located on Carquinez Scenic Drive which is closed
because of storm damage, and requesting that the County upgrade

1. REFERRED bid for provision of weed abatement services
for the West County Fire Protection District to the
Fire Chief and the County Administrator. Later in the
day the Board received the recommendation of the Fire
Chief and AWARDED the contract to C & I Enterprises.
2. APPROVED application of Sonia J. Williams for a fortune-
telling license for use at 5831 Pacheco Blvd. , Pacheco.
3. ENDORSED the film on "Refineries and Public Safety, "
developed by Shell and Chevron Oil Refineries and the
County' s Office of Emergency Services and APPROVED the
recommendations of the Director, OES, relative to the
distribution of same, including the addition of the City
of Concord and the Contra Costa County Mayors'Conference
to the list of viewers.
4. DEFERRED decision to May 10, 1983 at 2 p.m. on recommen-
dation of County Planning Commission with respect to
proposed amendment to County General Plan in the Oakley
area.
5. DENIED appeal of B & D Company from County Planning
Commission denial of rezoning -application 2463-RZ,
Discovery Bay area; and in connection therewith, ini-
tiated General Plan review to determine appropriate
zoning for area designated as Office in 1980 Discovery
Bay General Plan amendment.
6. APPROVED recommendation of County Planning Commission
with respect to application filed by Willard G. and
Naomi- L. Morgan (2545-RZ) to rezone land in the Morgan
Territory area; introduced rezoning ordinance and fixed
May 17, 1983 for adoption.
7. CONTINUED to May 24, 1983 at 2 p.m. hearing on recommen-
dation of County Planning Commission with respect to
proposed amendment to County General Plan for the
Pleasant Hill BARTD Station area.

G. EXTRA ITEMS OF INDIVIDUAL BOARD MEMBERS AND STAFF
1. (Powers) AUTHORIZED staff from the Office of Emergency
Services, Public Works, Planning, and Building Inspection
Departments to provide technical assistance to the com-
munity of Coalinga in its recovery from the damages
sustained in the earthquake of May 2, 1983.
2. (Torlakson) REFERRED to the County Administrator for
review and recommendation inquiry from Marshall
Donald E. Terrill- on "double dipping" that occurs when
an employee also in a military reserve program receives
compensation from an employer in addition to a salary
from the military.
3. (Powers) REQUESTED the Public Works Director to prepare
applications that would qualify for funds under the new
Jobs Bill for utilization with appropriate community
development projects--the San Pablo-Wildcat Creek
Project, the North Richmond By-Pass Project, Knightsen
drainage and flood damage repair, and sidewalks for the
W. Pittsburg area. Deadline for the applications is May
11, 1983.
4. (McPeak) PROCLAIMED the week of May 6-13, 1983, as
"Child Passenger Safety Week" ' in Contra Costa County.
5. (McPeak and County Counsel) AUTHORIZED the County to
join with CSAC in appealing the decision of the
Sacramento Superior Court, No. 300784, County of Contra
Costa, et al, vs. State of California, et al. ; also
DIRECTED the County Administrator and his staff to
work with CSAC in processing all necessary claims for
reimbursement for mandate to the Board of Control.
6. (Fanden) REQUESTED the Public Works Director to
review proposed legislation SB 22X with respect to
repair of storm damage and recommend a County position
on same.
7. (Fanden) REQUESTED the County Administrator to review
proposed legislation SB 968 regarding anti-pornography
and recommend a County position on same.

hold an information conference on the hazards of
smoking.
