The Board meets in all its capacities pursuant to Ordinance
Code Section 24-2. 402.
Persons who wish to address the Board should complete the form
provided for that purpose and furnish a copy of any written state-
ment to the Clerk.
All matters listed under CONSENT ITEMS are considered by the
Board to be routine and will be enacted by one motion. There will
be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the
Board votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARING
will be heard when the Chairman calls for comments from those per-
sons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject
to discussion and action by the Board. There is no further comment
permitted from the audience unless invited by the Chairman.
Committee meetings are held in Room 105, the James P. Kenny
Conference Room, County Administration. Building, Martinez.
The Internal Operations Committee (Supervisors N. C. Fanden
and T. Powers) normally meets on the first and third Mondays of
the month at 9: 30 A.M. ; however, the Committee will not meet on
Monday, April 4, 1983.
The Finance Committee (Supervisors T. Torlakson and S. W. McPeak)
meets on the second and fourth Mondays of the month at 9: 30 A.M.
The Water Committee (Supervisors S. W. McPeak and T. Torlakson)
will meet on Monday, April 4, 1983, at 3: 00 P.M. at the County
Manpower Department Board Room, 2425. Bisso Lane, Concord.
The Recycling Committee (Supervisors N. C. Fanden and
T. Torlakson) normally meets on the third Wednesday of the month at
12: 30 P.M. in the Conference Room of the City of Martinez, 525
Henrietta Street; however , the Committee will not meet during the

1. 81 DISTRIBUTE State Highway Account highway property rental
revenue in the amount of $86, 103. 44 to the County and certain
cities to be used for road purposes, pursuant to Section
104. 10 of the Streets and Highways Code, as recommended by
County Auditor-Controller.
1. 82 ADOPT Resolution updating and expanding the list of individuals
designated to take into custody and place mentally disordered
individuals pursuant to Welfare and Institutions Code Sections
5150 and 5170.
1. 83 AUTHORIZE destruction of certain financial records, papers, and

date of the internal audit examination of library records as
requested by County Librarian.
1. 84 ACKNOWLEDGE receipt of report from County Administrator, in
response to Board referral, indicating that Wells Fargo Bank
has reaffirmed its policy of not charging for cashing of County
warrants.

1. 85 AWARD contract in the amount of $88, 337. 85 to Pacific General
Engineering for underground drainage improvements to be
installed at CAL 11-13, Casa Serena, West Pittsburg, as
recommended by Advisory Housing Commission.
1. 86 ADOPT resolution approving Conventional Program collection loss
write-off in the amount of $11,817. 18 for the quarter ending
March 31, 1983, as recommended by Advisory Housing Commission.
1. 87 ADOPT resolution approving and authorizing Chairman to execute

2. 16 LETTER from Director, California Conservation Corps (CCC) ,
advising that, because of cuts in CCC funding in the proposed
State budget for fiscal year 1983-1984, it will be necessary to
charge an hourly rate of $6. 51 for CCC labor commencing July 1,
1983, and requesting an indication by April 15 as to how this
charge might affect future project work in Contra Costa County.

urging that Contra Costa County join in opposing SB 259 which
would circumvent the City' s ordinance limiting size and number

Department of Social Services, transmitting proposed notice of
action issued by the Federal Office of Refugee Resettlement
under which Federal targeted assistance project grants will be
made available to certain "impacted" counties, and setting forth

2. 19 LETTER from Chairperson, 'Santa Cruz County Board of Supervisors,
urging that Contra Costa County support State legislation which
would impose a gasoline tax surcharge in counties declared
Federal disaster areas in 1982 and/or 1983, the revenues to be
used exclusively to provide local match for repair and
reconstruction of storm damaged roadways. REFER TO COUNTY

2. 20 MEMORANDUM from Advisory Board, Contra Costa Health Plan (CCHP) ,
expressing concern with respect to the increasing number of
Medi-Cal eligibles in the County who are unable to pay their
share-of-cost for their medical care, and State and Federal
regulations which prohibit individuals from contributing their
share-of-cost to health care premiums so that they may partici-
pate in the CCHP, and requesting that the Board convey these
concerns to the proper channels in the State and Federal govern-

senior firefighters in the Orinda Fire Protection
District.
1. 69 ADOPTED a program of scoliosis screening services
for school districts at a fee of $1. 00 per student
for the 1982-1983 fiscal year ; and DELETED
reference to "the fee in future years to be set by
the Assistant Health Services Director-Public Health. "
1. 78 AUTHORIZED disbursement of Park Dedication Fee
funds to Oakley Union School District, County

contractor on the Detention Facility project.
8. (COUNTY COUNSEL) APPROVED association of the law firm
of Cooper , Kirkham, Hainline & McKinney with John B.
Clausen, County Counsel, as attorneys for the county
relating to Contra Costa Medical Systems, Inc. , etc. v.
County of Contra Costa et al, USDC No. C-82-7006 RPA.
9. (McPEAK) AUTHORIZED Supervisor McPeak to coordinate
with the County Administrator' s Office and the Health
Services Department Environmental Health Division in
arranging a briefing for County officials and key pri-
vate sector representatives on the hazardous waste
disposal methodologies and systems in Germany and
Denmark.
10. (TORLAKSON) APPROVED the following appointments:

decision on the appeal of B & D Company from the County
Planning Commission denial of rezoning application

13. (TORLAKSON) REQUESTED County Administrator to send a
letter to the County' s congressional delegation in support
of action to change Daylight. Savings Time and to ensure
that' Standard time occurs following the November
election.
14. (TORLAKSON) FIXED April 26, 1983 at 2: 00 p.m. for
hearing on the recommendations of the County Planning
Commission with respect to the proposed amendment to the
County General Plan for the Oakley area.
15. (TORLAKSON) REQUESTED County Administrator to send a
letter to the County' s congressional delegation urging
support of a waiver from HUD to allow an eligibility
determination for a detoxification facility for funding
from the Community Development Block Grant.
16. (TORLAKSON) REQUESTED the County Administrator to coor-
dinate a half day in Contra Costa County for Assemblyman
Phil Isenberg to talk to county people about issues and
concerns.
17. (TORLAKSON) REQUESTED County Administrator to write a
letter to the Contra Costa District Fair Directors to
ascertain whether this County is getting its propor-
tionate share of State funding for the District Fair
Grounds.
E: TIMED ITEMS:
1. REFERRED to Fire Chiefs of respective Districts and the
County Administrator bids for provision of weed abatement
Services for the Oakley and Byron Fire Protection Districts,
and requested the County Administrator to provide an ana-
lysis of chemicals used in various weed abatement programs
in the County.
2. CONTINUED to April 12, 1983 at 10: 30 a.m. consumation of
sale of County property (located at 240 - 8th Street,
Richmond) to the Richmond Redevelopment Agency for the
sum of $180, 000.
3. ORDERED abatement of substandard structures located at
4297h Arthur Road, Martinez area, and granted authority
to the,Building Inspection Department to pursue abate-
ment procedures.
4. APPROVED the request of the Brentwood Union School
District for participation in revenues collected under
the School Facilities Dedication Ordinance.
5. AUTHORIZED Chair to execute Certificates of
Appreciation to Chuck Gary and Brian Workman, Animal
Services Officers, for their actions in returning
Mr. Warren Smith' s pigs to their pen during a recent
rainstorm, and REFERRED to the Internal Operations
Committee Mr. Smith' s offer of $100 to start a fund to
reward meritorious actions of County Employees.
