The Board meets in all its capacities pursuant to Ordinance
Code Section 24-2. 402.
Persons who wish to address the Board should complete the form
provided for that purpose and furnish a copy of any written state-
ment to the Clerk.
All matters listed under CONSENT ITEMS are considered by the
Board to be routine and will be enacted by one motion. There will
be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the
Board votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARING
will be heard when the Chairman calls for comments from those per-
sons who are in support thereof 'or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject
to discussion and action by the Board. There is no further comment
permitted from the audience unless .invited by the Chairman.
Committee meetings are held in Room 1051 the James P. Kenny
Conference Room, County Administration Building, Martinez.

natural gas is available at reasonable prices to California

in the San Francisco Bay area and other areas of the State.

and the county' s legislative delegation.
2. 5 NOMINATED Supervisor Torlakson to participate in an
Assembly Local Government Committee Task Force on local
government financing.
2. 6 APPROVED request .of the Dublin San Ramon Services
District for $2, 000 of Park Dedication Funds to repair
landscape and irrigation system damage.
2. 8 REFERRED to the Director of Animal Services for report
to the Board the objection of A. M. Lundblad to a
quarantine fee levied by the Animal Services Department,
since her dog is being quarantined at home.
C. WATER COMMITTEE recommendations on Water Hyacinth Control
Program - ACKNOWLEDGED receipt of report from County Counsel
and CONFIRMED County Counsel' s opinion that CEQA has been
complied with for the chemical control part of the Water
Hyacinth Control Program; APPROVED the Water Hyacinth
Contingency Plan of the Contra Costa Water District and
AUTHORIZED the County's Department of Agriculture and the
Health Services Department to work with the State Department
of Water Resources in the management and monitoring of said
program.
D. FINANCE COMMITTEE reports - APPROVED recommendations as follows:
1. Request of Alexander Lindsay Junior Museum for alloca-
tion of $5, 000 for 1983-1984 fiscal year from the County
Fish and Game fund.
2. Storm damage to county roads and drainage facilities.
3. Responsibility for maintenance of drainage ditch along
Sandmound Boulevard, Bethel Island area. .
4. Effect of proposed charge by the California Conservation
Corps for labor performed for non-emergency conservation
work.
5. Request for allocation of $150, 000 from the Special
District Augmentation Fund for Wildcat-San Pablo Creek
Improvements, North Richmond area.
6. Installation of handrails on public stairways on county-
owned properties in Crockett.
E. INTERNAL OPERATIONS COMMITTEE reports
1. Proposed expansion of the membership of the Board of
Commissioners, Contra Costa County Fire Protection
District.

F. EXTRA ITEMS OF INDIVIDUAL BOARD MEMBERS AND STAFF
1. (Public Works Director) ACCEPTED bid of Hess Construction
Company, Vallejo, for Anson Way Curb repair.
2. (Public Works Director) APPROVED Addendum No. 3 for
remodeling of Outpatient Clinic, 550 School St. ,
Pittsburg.
3. (County Administrator) APPROVED amendment to contract
with Phoenix Programs, Inc. , extending the term of said
contract through May 31, 1983, and AUTHORIZED the Chairman
to execute same.
4. (County Administrator) AUTHORIZED the County Administrator
to notify the State Department of Finance of the County' s
opposition to an additional $50 million budget cut of
county discretionary revenue as proposed by said Dept.
Also instructed Supervisor Torlakson to bring this
matter to the attention of the ABAG Executive Board
at the April 21, 1983 meeting and express the County' s
concerns relative thereto.
5. (County Administrator) AUTHORIZED County Administrator
to execute sponsor agreement with California
Conservation Corps.
6. (Torlakson) REQUESTED Director of Planning and Public
Works Director to review the financial impact on the
County and report on what action is necessary to ini-
tiate the issuance of street addresses (and notification
of residents involved) in rural areas where residences
are identified only by rural route and box numbers.
7. (Torlakson) REQUESTED staff for the Water Committee and
the Delta Advisory Planning Council to review and make
recommendations as to the necessary action to be taken
with respect to the State and Federal government' s posi-
tions on rehabilitation of Little Franks Tract in the
Delta.

8. (Torlakson) On behalf of the Ad Hoc Committee on
Campaign Reform, REQUESTED County Counsel to prepare a
legal opinion as to which County Offices can be included
in the proposed Contra Costa Political Reform Ordinance,
and on related issues.

Lemon, Health Services Department, upon her retirement
from county service after 28 years.
10. (Schroder) ADOPTED resolution commemorating Cinco de
Mayo, and urging participation at the celebration to be
held on May 5, 1983 at the Bay Area Rapid Transit
District Headquarters in Oakland.
11. (McPeak) REQUESTED Finance Committee to review the
County' s policy relating to funding for basic space
needs for the Crime Prevention Committee.
