The Internal Operations Committee meets on the second and fourth
Mondays of the month; the June 28 meeting will. be held in the County
Administrator' s Conference Room, 11th Floor, County Administration
Building, at 8 : 30 A.M.
The Finance Committee will meet on Monday, June 28 at 8 : 00 A.M. in
the James P. Kenny Conference Room, Room 105, County Administration
Building, and at 9 : 30 A.M. (on the proposed County budget) in the Board
of Supervisors Chambers, Room 107, County Administration Building. The
Committee will also meet on June 30, July 1, and July 7 at 9 : 30 A.M. in
Room 107 on the proposed County Budget.
The Water Committee will meet on July 6 at 8 : 00 A.M. in the James
P. Kenny Conference Room, Room 105, County Administration Building.
The Recycling Committee meets on the third Wednesday of the month

1. 55 AUTHORIZE County Auditor-Controller to issue warrants to
Richard A. Gutstadt, Patricia Hamrick, Sandra Horwich and
Paul Schwartz in the amounts of $369 , $481.50, $522 , 08 and
$793 , respectively, for legal services provided in recovery
of retroactive SSI/SSP benefits for General Assistance clients.
1. 56 ADD La Cheim SchooliResidential Program to the approved list
of institutions used for placement of delinquent and dependent
children at a maximum rate to $2 , 012 per month.
1. 57 AUTHORIZE the Auditor-Controller to pay $110 .33 for the
framing and engraving a plaque for the donated water color
picture of Mt. Diablo presented to the President of the
Republic of China on behalf of the County of Contra Costa.
1. 58 ADOPT resolution providing for State Disability Insurance
coverage for certain employees represented by United Clerical
Employees, Local 2700 AFSCME.
1 . 59 RATIFY actions of Executive Director, Contra Costa Health
Plan in executing on behalf of the county five individual health
plan enrollment contracts covering 6 persons, all contracts to
be effective June 1, 1982 .

Katherine W. Walker for the premises at 1305 McDonald Avenue ,
Richmond for improvements required by the Social Service Dept.
1. 64 ADOPT resolutions of intention, accepting Engineer' s Report
and fixing August 3 , 1982 at 10: 30 a.m. for hearing thereon,
and approving agreements for engineering and legal services
for Assessment District 1982-2 , San Pablo Creek Improvements.
1. 65 APPROVE proposed special tax to be levied for police services
to be performed during. fiscal year 1982-83 by County Service
Area P-2 , Danville; the special tax levies are proposed at the
same amounts as for fiscal year 1981-82 .
HOUSING AUTHORITY
1. 66 APPROVE Conflict of Interest Code for the Advisory Housing
Commission.
1. 67 CANCEL lease with Cenval Leasing Corporation for existing
Basic 4 computer equipment and approve purchase of such
equipment in the amount of $64 ,434 . 88 and the purchase of
additional related equipment in the amount of $14 , 387 , as
recommended by the Advisory Housing Commission.
1. 68 ADOPT resolution approving participation in a demonstration
solar water heating program authorized by the California
Public Utilities Commission and authorize the Housing Authority
Execute Director to execute a letter of agreement with Pacific
Gas and Electric Company under the terms of which P.G. & E.
will install , free of charge, a domestic solar water heater
at the Hacienda senior citizens housing facility located at
1111 Ferry Street, Martinez.

2. 1 LETTER from County Administrator regarding status of E1 Pueblo
Day Care Center. CONSIDER APPROVAL OF RECOMMENDATIONS
2. 2 MEMORANDUM from Health Services Director with respect to
emergency medical services recommending (1) negotiation of new
ambulance contracts on a bid basis; (2) authorization for Health
Services Director and County Counsel to propose modifications to
existing ambulance ordinance in regard to permit process and
zone establishment; and (3) designation of EMS office to develop
protocols and certification examination for field personnel.

2. 3 MEMORANDUM from Health Services Director, in response to Board
referral of April 27, 1982, recommending that the Board support
the application of Walnut Creek Hospital for expansion to
establish a 26-bed adolescent psychiatric unit. CONSIDER

2. 4 LETTER from Chairperson, Contra Costa County Developmental
Disabilities Council, offering to work with the Board in
developing a 1982-1983 budget to adequately meet the needs of the
people of the County, particularly with respect to the Miller
Centers and other Developmental Disabilities programs, and
offering to meet with the County' s legislative delegation to
explore ways of correcting the present inadequacy of State funding
for certain programs operated by the County Health Services
Department; and
LETTER from Supervisor. S. W. McPeak commenting on her recent
meeting with legislators and making certain recommendations
regarding involvement of the Developmental Disabilities Council.

designate West Pittsburg as a "target area" for the housing
revenue bond program and to retain a consultant to prepare

and authorize the Chair to execute a Joint Exercise of Powers
agreement with the City of Richmond; agreement provides for. the
City to pay to the County its portion of the cost of pavement
widening along Valley View Road between Morningside Drive the the

2. 7 MEMORANDUM from Public Works Director presenting Engineer' s Final
. Report to establish and levy street lighting service charges in
County Service Areas for fiscal year 1982-1983. APPROVE FINAL

2. 8 MEMORANDUM from Public Works Director requesting authorization to
apply for an allocation of State funds from the "Transportation
Planning and Development Abandoned Railroad Right-of-Way Program"
for the purchase of a portion, as yet unspecified, of the aban-
doned Southern Pacific Railroad right-of-way for use as a .trans-
portation corridor and requesting authority to begin appraisals

2. 10 MEMORANDUM from County Counsel, in response to Board referral ,
advising that his office has reviewed the proposed license
agreement between East Bay Regional Park District and the
El Sobrante Valley Senior Citizens Club, Inc. and that the
agreement appears reasonable and appropriate for use by the
parties thereto. (Carryover item from June 22, 1982)
ACKNOWLEDGE RECEIPT
2. 11 RESOLUTIONS adopted by Mt. Diablo Hospital District Board of
Directors finding that (1) no taxes are being requested to meet
the maintenance and operation of the District during fiscal year
1982-1983, and that (2) rates and charges of the hospital operated
by said District are comparable to charges made by non-profit
hospitals in its area, and requesting that the District election
of directors be consolidated with the General Election to be held
