It is recommended that the Board of Supervisors , as the governing body of the Contra Costa County Storm Drain Maintenance District No. 1 , award the construction contract to the low bidder, McGuire and Hester of Oakland, in the amount of $178,490.00. Michael Walford, Public Works Director. . •-- Subject: Contract Award Recommendation Re: Project No. 0662-6R4220-80 Supervisorial Districts 2, 3 Bids for the construction of S.P.R.R. 'BO' Line Crossing improvements at 22 sites, including curb, gutter and sidewalk in the south central county area, were received and opened at 255 Glacier Drive, Martinez, California, on Thursday, June 10, 1982. The Public Works Director has found irregularities in five of the six bids received, in that they failed to submit a required "Non-Collusion Affidavit" and/or Addendum No. 1 , and recommends all five proposals be rejected. The County Counsel 's office has concurred with this recommendation. It is further recommended the Board of Supervisors reject the proposal of Gallagher & Burk, Inc. of Oakland, whose bid of $199,200.40 is 25% higher than the Engineer's estimate of $159,648.25.
