Contra Costa County;
Request of Viacom Cablevision for modification of
license boundaries in southern Contra Costa County;
Proposal of� Cable-Vision that boundary lines of all
existing systems .be redesigned and reestablished;
Request of Blackhawk Corporation for license to
operate a cable television system in the Blackhawk
area;
Request of Kaplan-Wiedemann Partnership for license
to operate a cable television system for the Kaplan-

At the conclusion of the meeting, the Board will adjourn to
Thursday, February 11, 1982 , at 12 : 00 noon to meet with the County
Legislative Delegation in the California Room, Lobby Restaurant,
1117 Eleventh Street, Sacramento.
The Board meets in all its capacities pursuant to Ordinance Code
Section 24-2. 402.
Persons who wish to address the Board should complete the form
provided for that purpose and furnish a copy of any written statement
to the Clerk.
Committee meetings are held in Room 1.05, the James P. Kenny
Conference Room, County Administration Building, Martinez.
The Internal Operations Committee meets on the second and
fourth Mondays of the month at 9 : 30 A.M.
The Finance Committee normally meets on the first and third Mondays
of the month at 9: 30 A.M. ; however, because- of the Washington' s Birthday
Holiday, the Committee will meet on February 8 (rather than on
February 15) at 9 : 30 A.M. in the County Administrator' s Conference Room,
11th Floor, County Administration Building.
The Water Committee meets on the first Monday of the month at
3 : 00 P.M.
Deadline for agenda items is normally Wednesday at 12 : 00 noon.
However, because of the Lincoln' s Birthday holiday, deadline for items
for the February 16 agenda will be Tuesday, February 9, at 12 :00 noon.

A. Various Departments. Transfer $176,690 from the Reserve for
Contingencies to the following budget. units for wage and benefit
financial requirements pursuant to approved labor agreements which
exceed the preliminary estimates included in the final budget:

13. APPROPRIATION ADJUSTMENTS - continued
B. Planning. Add $80,000 for study of the Pleasant Hill BART
station area previously authorized by the Board of Supervisors.
Offsetting revenues of $69, 000 will be received from public
agencies participating in the study.
C. Personnel Merit Board. Add $15, 000 for increased cost of hearing
ofTicers to consider appeals.
D. Sheriff-Coroner. Add $35, 000 for security services to be provided
by Alameda County at the Regional Criminal Justice Psychiatric
Facility, pursuant to agreement approved February 2, 1982 .
E. Sheriff-Coroner. Appropriate $45, 000 of revenue to be received
from cities participating in the Delta Regional Communications
Center.
F. Moraga Fire Protection District. Appropriate $12,000 from
Special District Augmentation Fund to purchase .new communications
system and to add to appropriation for fire truck in accordance
with increased bed price.
G. Internal Adjustments. Changes not affecting totals for following
budget units : County Counsel, County Administrator (Plant
Acquisition) , Probation, Health Services, Social Service, District

included in department' s 1982-1983 budget request) .
B. APPROVE and authorize Manpower Program Director to submit to the
State .revised Economic Development Subgrant budget and workplan
schedules to provide for a new total allocation of $91, 800
(reduced from $135, 000) to conduct an Economic Development Project
in Contra Costa County for the period November 1 , 1981 through
September 30, 1982.
