SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Position Resolution 2006f17g adjusting the salary step of the incumbent in the
Redevelopment Project Manager-Projec{'classification.
FISCAL IMPACT:
The cost associated with this action is approximately $3,600 annually and is within the Community
Development Department's budget.
BACKGROUND:
On August 14, 2006, Vincent Manuel was promoted from Board of Supervisors Assistant to
Redevelopment Project Manager-Project position #12674. Based on the Salary Regulations rules on
promotion, Mr. Manuel was placed at step one of the salary range. Due to his extensive background
and experience in the subject matter area and the importance of this position to the department, the
Community Development Department would like to place Mr. Manuel at step two on the salary range.
CONSEQUENCES OF NEGATIVE ACTION:
If this action is not approved, the Community Development Department will be unable to compensate
their employee appropriately considering his training and expertise.

SUBJECT: In the matter of Adjusting the Salary Step
Of Incumbent in the Redevelopment Project
Manager— Project Classification
THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS in its capacity as governing Board of
the County of Contra Costa and all districts of which it is ex-officio governing Board RESOLVES
THAT:
WHEREAS, the salary regulations state that " Any employee who is appointed to a position of a class
allocated to a higher salary range than the class he previously occupied shall receive the salary in
the new salary range which is next higher than the rate he was receiving before promotion." and,
WHEREAS, incumbent in Redevelopment Project Manager — Project position #12674 was promoted
to that position on August 14, 2006 and placed at step 1 according to the salary regulations rule on
promotion; and
WHEREAS incumbent has relevant training and experience beyond the minimum qualifications and
will be able to make a significant contribution to the department; and
WHEREAS there is a need to recognize and compensate this employee accordingly;
NOW THEREFORE, BE IT RESOLVED that incumbent in position #12674 shall be moved on the
merit step range for the Redevelopment Project Manager— Project classification from step 1 to step 2
effective August 14, 2006.
