SUBJECT: Ratifying prior decision ofthe public Works Director to fully close a portion of Morgan
Territory Road on April 30,2005 from 7:30 AM through 11:00 AM,for the purpose of
the Devil Mountain Double Bicycle Ride, Clayton area. (District IV)

The Public Warks Director having reported that prior approval has been granted to Jeanie Barnet
to fully close Morgan Territory Road,except for emergency traffic,on April 30,2005 for the period of
7:30 AM through 11:00 AM,subject to the following conditions:
1. Traffic will be detoured via neighboring streets.
2. All signing to be in accordance with the Manual of Uniform Traffic Control Devices including
the California Supplement.
3. Jeanie Barnett shall comply with the requirements of the Ordinance Code of Contra:Costa
County.
4. Have on file with the County Public Works Department at the Application and Permit Center a
Certificate of Insurance in the amount of$1,040,000 for Comprehensive General Public Liability
which names the County as an additional insured.
5. Obtain approval for the closure from the Sheriff's Department,the California:Highway Patrol and
the Fire District.
6. Permittee is granted permission for the bicyclist to utilize the 10' wide emergency vehicle lane
established through the section of Morgan Territory Road closed by the Public Works Department
due to storm damage approximately 6.5 miles south of Marsh Creek Road.
IT IS BY THE BOARD RESOLVED that the action taken by the Public Works Director is
approved.
