THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY,CALIFORNIA Adopted this Resolution on May 10, 2005 by the following vote: AYES: SUPERVISORS GIOIA, PIEPHO, DESAULNIER, 'GLOVER AND UILKEMA NOES: NONE ABSENT: NONE ABSTAIN: NONE RESOLUTION NO. 2445E 274 SUBJECT: APPROVE and AUTHORIZE the Public Works Director to submit a 2005/2006 Transportation Development Act Grant Application to Metropolitan Transportation Commission in the amount of$40,000 for Fiscal Year 2005/2006 for the Bicycle and Pedestrian Safety Education Projects. (All Districts) WHEREAS, Article 3 of the Transportation Development Act (TDA), Public Utilities Code (PUC) Section 99200 et sec., authorizes the submission of claims to a regional transportation planning agency for the funding of projects exclusively for the benefit and/or use of pedestrians and bicyclists; and WHEREAS, the Metropolitan Transportation Commission (MTC), as the regional transportation planning agency for the San Francisco Bay region, has adopted MTC Resolution No. 875, Revised, entitled "Transportation Development Act, Article 3, Pedestrian/Bicycle Projects," which delineates procedures and criteria for submission of requests for the allocation' of"TDA Article 3"funding; and I hereby certify that this is a true and correct copy of an JH je action taken and entered on the minutes of the Board of G:\TransEng\2005\B0-TE\BR TDA 05-06 Application03.doc Supervisors on the date shown. DATE: May 10, 2005 PAGE: 2 WHEREAS, MTC Resolution No.'875, Revised' requires that requests for the allocation of TDA Article 3 funding be submitted as part of a single, countywide coordinated claim from each county in the San Francisco Bay region;and, WHEREAS, the CONTRA COSTA COUNTY desires to submit a request to MTC for the allocation of TDA Article 3 funds to support the projects'described in Attachment B to this resolution, which are for the exclusive benefit and/or use of pedestrians and/or bicyclists; now, therefore,be it. RESOLVED, that the CONTRA COSTA COUNTY declares it is eligible to request an allocation of TDA Article 3 funds pursuant to Section '99234 of the Public Utilities Code, and furthermore, be it. RESOLVED, that there is no pending or threatened litigation that might adversely affect the project or projects described in Attachment B to this resolution, or that might impair the ability of the CONTRA COSTA COUNTY to carry out the project; and furthermore,be it. RESOLVED, that the: CONTRA COSTA COUNTY attests to the accuracy of and approves the statements in Attachment A to this resolution; and furthermore, be it. RESOLVED, that a certified copy of this resolution and its attachments, and any accompanying supporting materials shall be forwarded to the congestion management agency, countywide transportation planning agency, or county association of governments, as the case may be, of CONTRA COSTA COUNTY for submission to MTC`as part of the countywide coordinated'TDA,Article 3 claim. Resolution No.'2005/ 274 Attachment A Re: Request to the Metropolitan Transportation Commission for the Allocation of Fiscal Year 2005/2006 Transportation Development Act Article 3 PedestrianfBicycle Proiect Funding Findings page l of 2 1. That the CONTRA COSTA COUNTY is not legally impeded from submitting a request to the Metropolitan Transportation Commission for the allocation of Transportation Development Act(TDA)Article 3 funds,nor is the CONTRA COSTA COUNTY legally impeded from undertaking the project(s)described in Attachment B of this resolution. 2. That the CONTRA COSTA COUNTY has committed adequate staffing resources to complete the project(s) described on Attachment B. 3. A review of the project(s)described in Attachment'B has resulted in the consideration of all pertinent matters, including those related to environmental and right-of-way permits and clearances, attendant to the successful completion of the projects) 4. Issues attendant to securing environmental and right-of-way permits and clearances for the projects described in Attachment B have been reviewed and will be concluded in a manner and on a schedule that will not jeopardize the deadline for the use of the TDA funds being requested, 5. That the project(s)described in Attachment B comply with the requirements of the California Environmental Quality Act (CEQA,Public Resources Code Sections 21000 et seq.), and that the CONTRA. COSTA COUNTY is in possession of the document(s),'supporting such compliance, said document(s)having been made available to for public review and,stamped by the County Clerk or County Recorder of the county in which the claimant is located. 6. That as portrayed in the budgetary description(s) of the project(s)in Attachment B, the sources of funding other than TDA are assured and adequate for completion of the project(s). 7. That the project(s)described in Attachment B are for capital construction and/or design engineering; and/or for the maintenance of a'Class I bikeway which is closed to motorized traffic; and/or for the purposes of restriping Class II bicycle lanes; and/or for the development or support of a bicycle safety education program; and/or for the development of a comprehensive bicycle and/or pedestrian facilities plan,and an allocation of TDA Article,3 funding for such a plan has not been receivedby the CONTRA COSTA COUNTY within the prior five fiscal years. 8. That the project(s) described in Attachment B, which are bicycle projects that have been included in a detailed bicycle circulation element included in an adopted general plan,or included in an adopted comprehensive'bikeway plan (such as outlined in Section 2377 of the California Bikeways Act, Streets and Highways Code section 2370 et seq.). 9. That any project described in Attachment B that is a"Class I Bikeway,"meets the mandatory minimum safety design criteria published in Chapter 1000 of the California Highway Design Manual. These include the Contra Costa Helmet Bank, Bike Days Events,Walk to School events,and Traffic Safety Presentations as described in the next section. This year,selected bicycle and pedestrian safety efforts funded by TDA will be paired with the Street Smarts Campaign currently being implemented in West Contra Cosh County,and planned for Bay Point in East County The Street Smarts Campaign is a traffic safety education campaign}originated by the City of San Jose and launched in Contra Costa County in Apra 2004 by the rWest Contra'Costa'Safe Communities Project,a partnership of city and county agencies and neighborhood groups. The campaign addresses common traffic problems such as speeding,stop sign and stoplight compliance,pedestrian and school zone safety. Colorful Street Smarts slogans and images are portrayed on a variety of materials such as posters,bumper stickers,transit ads,nevnletter inserts,movie screen ads,and incentive items distributed through a variety of venues. Street'Smarts materials are produced in English and Spanish. Project Act ivities:' Traffic Safety Pa kage As part of a coordinated package of traffic safety education activities,CW&PP will provide approidmately24 traffic safety presentations to elementary school children. Priority forreceiving these presentations will be given to schools in unincorporated El'Sobrante and Bay-Point where they will complement and enhance traffic'safety education activities funded by other sources.Parent education will also be conducted through school based and after-school programs to reinforce the presentations to students. The student presentations will be based on CW&PP's traffic'safety curriculum,piloted'in San Pablo in 2003-04,which emphasizes pedestrian and bicycle safety,encourages bitting and walking, and includes safety practices for using scooters,skateboards,and inline skates.To supplement-the classroom and parent education activities,a bicycle rodeo and a pedestrian event will be alsoconducted by CW&PP at each school site. Selected schools will be encouraged to participate in the Street Smarts campaign,wherein campaign materials and incentive items are disseminated throughout the school' community to reinforce classroom and parent presentations'.Because of the variety of materials available,the Spanish language capacity,the Street Smarts campaign can be easily tailored to each school',settin& In addition, CW&PP will contact all elementary school PTA presidents to alert them to "Walk to School" event promotional materials available on-line through the state Walk to School headquarters. This international movement was created to encourage more children to walk to school and highlight safety conceals on routes to school, and the materials will assist the schools in conducting their own event:.: =r_a Costa Helmet Banti CW&PP will contin=ue to administer the Contra.Costa Helmet Bank and provide educational rnaterials about helmet use and the California Helmet Law. Approximately 1250 helmets will be provided to children of low-income Contra Costa families to promote bicycle safety Helmets distributed through the Helmet Bank are individually fitted to each child by trained personnel and supplemented by one- on-one education,l a parent pledge,and take-home materials about correct helmet use.During the 2005 - 06 fiscal year,we willmain prioritize specific groups for helmet distribution to ensure that we reach low-incorne children,as follows: Contra Costa lire District's Bikes for Tykes program- CW8zPP will provide',approximately 400 helmets during the holiday season.Bikes for Tykes is a holiday gift program for children of families participating in several of the larger'countwide social service programs. LawEnfomernera and Cornrnunity_C�ro_ Ms CW&PP will provide helmets to Law Enforcement Agencies and Crone, *ty Csroups'who conduct bicycle safety education with helmet distribution.These groups will be provided with,verbal instructions,written safety tips and the Parent Pledge to help insure that helmets are fitted properly and there is a family commitment to wear them Qn—traCpastalikeDaysSafety E& ation Events CW&PP will provide at least ten groups throughout the County with technical assistance, equipment and materials to help them conduct bicycle safety education events.This includes use of the Safe moves Trailer and Bike Days guide.These items enable school and community groups to conduct a Bike Days "Rodeo" consisting of a series of safety skins training stations that each child roust successfully complete.Sorne stations foster the physical skills necessary for safe cycling while others teach rules of the mad and traffic skins.Parents are encouraged to accompany their children through the rodeo` course,so they can model and reinforce traffic skills!A Parent Pledge that parents must sign to get a free helmet,and written safety tips,are also provided. In addition,the equipment in the Safe Moves trailer win be examined,and damaged items replaced.
