THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA

SUBJECT: Signature Authority
WHEREAS, the County of Contra Costa is applying for funding under the FY03 State
Homeland Security Grant Program Part II; and,
WHEREAS, the Contra Costa Anti-Terrorism Approval Body (Approval Authority) has been
appointed and is comprised of the following members:
Dr. William Walker, County Public Health Officer
Chief Keith Richter, County Fire Chief
Chief Jim Parrott, Municipal Fire Chief
Sheriff Warren Rupf, County Sheriff
Chief David Cutaia, Chief of Police; and,
WHEREAS, the California Office of Homeland Security requires Signature Authority in
order to execute the Standard Agreement providing $2,280,637 to the Contra Costa
County Anti-Terrorism Approval Body under the FY03 Part II Grant;
THEREFORE, BE IT RESOLVED by the Board of Supervisors of ContraCosta County, that
the representatives by title below are hereby designated as Authorized Officials and are
authorized to execute for and on behalf of Contra Costa County, a public entity established
under the laws of the State of California, applications and documents for the purpose of
obtaining financial assistance:
1. Warren E. Rupf, Sheriff
2. Ronald D. Jarrell, Undersheriff
3. Stacey L. Sutter, Sheriff's Chief of Management Services

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION:
ADOPT Resolution #2004/47 authorizing the Sheriff, or his designee, to execute grant
documents on behalf of the Contra Costa County Anti-Terrorism Approval Body providing
funding in an amount not to exceed $2,280,637 for the period ending October 31, 2004.
11. FINANCIAL IMPACT:
NONE. There are no cost-share or match requirements associated with this funding.
Ill. BACKGROUND:
The application and acceptance of funding from this grant was approved by the Board of
Supervisors on October 14, 2003 as Consent Item C48. This Resolution provides Signature
Authority as required by the Governor's Office of Emergency Services.
