LAV GOVERNING BOARD b4-4 C M .MAR.3..1..... 04 CONTRA COSTA COMMUNITY COLL.E OF CONTRA COSTA COUNTY ~z MARTINEZ,CALIFORNIA REPORT NO. 72-E DATE March 31, 2004 PURPOSE Offer of Dedication - Relinquishment of Abutter Rights - San Raman Valley Center TO MEMBERS OF THE GOVERNING BOARD RECOMMENDATION The Governing Board has previously approved agreements and casements at the San Ramon Valley Center parcel in conjunction with private development of adjacent parcels, as well as the District's parcel. The Offer of Dedication - Relinquishment of Abutter Rights is required by the County of Contra Costa to release and relinquish forever to the County all of the District's abutter's rights which have accrued or might otherwise accrue to the District, their heirs, successors and assigns, including rights of ingress and egress and the right of direct access to and from the said tract of land which is described in Exhibit "A" to said roadway along the right of way line(s) of said roadway between those points, as more specifically described in Exhibit"B" attached hereto and incorporated herein for any and all purposes. The Offer of Dedication is deemed conforming to the purpose of development and improvement to the proposed San Ramon Valley Center campus and does not change District ownership of the identified parcel. Description of the abutter's rights right of way line(s) is included as Exhibit A and Exhibit B. It is therefore recommended that the attached Offer of Dedication - Relinquishment of Abutter Rights to Contra Costa County be approved. FUNDING SOURCE This is a no-cost Offer of Dedication to the District. BACKGROUND The Board adopted a Resolution on April 30, 2003 accepting a grant deed for the San Ramon Valley Center parcel. The Offer of Dedication is required by Contra Costa County to prevent future changes to ingress and egress into tl,,.QUI of the District's parcel from Watermill Road, a public roadway.
