OES:ABSENT: NM ABSTAIN: NM RESOLUTION NO. 20044,i..._ SUBJECT: Abolishing Positions and Laying Off Employees in the Health Services Department THE CONYRA.COSTA COUNTY BOARD OF SUPERVISORS in its capacity as governing Board of the County of Contra Costa and all districts of which it is ex-officio governing Board RESOLVES THAT: 1. The Board has considered the financial impact on the Health Services Department due to reduced funding and has considered the position and staff reduction/retention plans submitted by the Department. 2. The Board has considered the impact of limited funding and the staffing necessary for the efficiency of County government operations and has considered the staff retention plans submitted by the health Services Department for the Public health and Alcohol and Other Drug programs cinder its jurisdiction. 1 In order to keep expenditures within available funding, it is necessary to abolish the positions described in the attachment A, and reduce the hours of position described in attachment B on the dates indicated for reasons of economy, lack of funds or because the necessity for the position(s) involved no longer exists and to lay gaff employees accordingly. Said list is incorporated herein by reference, and said positions are hereby abolished effective the dates indicated. 4. The Health Services Department shall issue layoff or displacement notices, as the case may be, and give notice to the affected employees of the Board's action. 5. The Employee Relations Officer shall give notice of this Resolution to recognized employee organizations representing employees impacted by this action. 6. To the extent that the subjects of this Resolution are within the scope of representation pursuant to the Meyers-Milias-Brown Act (Government Code Section 3500 et seq.), this Board offers to deet with recognized employee organizations upon request concerning this Resolution. 7, Recognized employee organizations may submit to the Employee Relations Officer written requests to meet and confer on specific proposals with respect t6 the Resolution or resulting layoffs. This authorization and direction is given without prejudice to the Board's right to reduce or terminate the operations and services of the County and of Districts governed by this Board, and to eliminate classes of employees or positions as involving the merits, necessity, or organization of services or activities of the County or districts governed by the Board and not within the scope of representation. 5. This action is taken without prejudice to pending consulting, meeting, and meeting and conferring with recognized employee organizations. Contra TO: BOARD OF SUPERVISORS FROM: William B, Waller, MD, Health Services Director Costa ®ATE: May 25, 2004 County SUBJECT: Cancellation of Positions and Layoff of Staff in the Health Services: Department SPECIFIC REQUEST{S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): APPROVE the cancellation of positions and AUTHORIZE the lay-off of staff as specified in Attachment A and the reduction of position hours as specified in Attachment B. FISCAL IMPACT: Alcohol and Cather Drug Program Reductions The elimination of the positions outlined in Attachment A will result in a Net County host savings of$200,000 from the driving Under the Influence Program and $300,000 from the Born Free,Est and Vilest programs. Hospital/Clinics (EFI)� Public.Health Administration Position Reductions The elimination of management positions as outlined in Attachment A, and the reduction of management position hours as outlined in Attachment B, will result in a cost savings of$537,400. BACKGROUND: Based upon the CAO Net County Cost allocation to the Health Services Department for the 2004-05 fiscal year, a shortfall of$24.7 million is currently projected. On April 20, 2004 the Department presented to the Board a list of 88 programs slated for reduction or elimination. To insure a balanced budget, a number of the proposed reductions need to be implemented now to insure a full year savings. Alcohol and Cather Drug Program Reductions As a cost savings measure, the Board approved a recommendation on April 27, 2004 to refer all DUI services in East and Central County to existing non-County first offender providers and to license those programs as Multiple Offender providers, This request eliminates positions in the DUI program as outlined in Attachment A. Another cost savings measure is to close the Born Free programs in East and West County and transfer the services to other providers. This request eliminates positions at the two program sites as outlined in Attachment A. Eliminate the Volunteer Services Coordinator, which eliminates volunteer recruitment and community outreaph for non-paid support for the hospital. Eliminate Director of Nutritional Services, which will decrease the supervision of clinical nutrition services in both the hospital and health centers. Public Health: Eliminate Division Administrator; administrative functions will be redistributed to remaining staff. Management of contracts and grants will be decreased. 1 l � s
